These riots are taking place all the time and if the wires are closed to those in danger all immediate means of procuring safety are gone, It is time the foreign powers taught the Chinese a sharp severe lesson by bombarding a town or two. The paying of indemnities does not amount to anything. In every big city in England and America there is a policeman on almost every comer, while in China there are only a few tipaos to a whole city.
