"Early to bed, and early to rise" is the molte in the Gaol, and at 5:45 am, little bells at the entrance to each corridor ring out the imperative order to get up. On a cold morning in winter, when the stars have not yet disappeared, and the
cell is as dark as Erebus, getting-up is a trial. Dressing has to be hurled through, for the toilet of the cell remains to be made. The granite-slab mattress is rolled up, and the blankets must then be folded nearly as neatly as a handkerchief the dark, especially

if one hasn't been a soldier, and learnt how it is done. At six o'clock the cell-gate Is opened, and the bedding replaced in the centre of the corridor. On the Grat morn Ing the prisoner does not go down to work, but takes a little walking exercise round a gallery to give him an appetite for breakfast, which is served at 6 10. It is not too rich for the most rebellious digestion: It consists of a hunk of bread and a cloudy in can full of "tea." They say the Chinese prisoners get worse "tea" than foreign prisoners, but I find it difficult to realise Anything more remote from the decoction as we know it, of course. It isn't sweetened-It is sufficient, surely, that it is something "wet and warm,"

Well, hy-and-bre the Doctor arrives, directs the treatment of the afflicted, scarifies the malingerers, grants a little' extra or better food in those who have lost ever ten pounds in weight, and clears the deck for the new-comers. Our friend has his chest sounded, his diaphragm || gently punched, or something of that sort, and, being found sound in wind and limb, is certified as eligible for the healthy and exciting diversion of shot-drill and oakum-picking.
His next "Introduction is to the European yard. Here he finds about a score of pilsobers, many of them belonging to the army and navy, and the rest consisting mainly of colored. raunderers and Portuguese embezzl-ra. There are other European prisoners la gaol whom he does not see there men who by good conduct or favour have gained the privilege of working in the printing office, or the tallers, carpenters', or book-binders'shans. Then again men committed for seven or fourteen days, or detained as 'destitutes," or the weaker individuals who are unfit for hard labour, are not seen there, being up in their cells during the day. Our friend drops into the rut right away, as the preparations for enabling him to do so are easily made. Hard Inbour means osleum and shot ad lib. ad Nauseam. Everybody knows what oakum is, but how it is made is not so generally known. In the first place an old cable or rape of any sort is chopped up into six-inch lengths, which are made up into little bundles of 12 or 24 punces, "oskum weight.". I say "oakum weight" because r2 ouses, weighed by that standard, according to my experience, equal about 15 ounces of food; bat perhaps that is because the. man who weighs the rape out isn't so precise as the caterer. Each prisoner is supplied with a tiny sall-cloth apron, to put on his right knee and protect the valuable serge continuations; and a loop of string, which he puts round his foot and left knee, to hold a little wire book in pos! tion. Then he takes one of the sections of rope and unseres the strands until they are separated. I made an average calculation as to the number there are in the ordinary three-inch rope, say; forget the number now, but it is astonishing what a lot there are. Then he takes each strand, rolls it on the apron to untwist it, and "Addies" It through the wire-hook to complete the loosen Ing. The two operations make the slender shred become a big loose hank of hemp, which has then to be disserted until it becomes a little heap of tow, not much coarser than a red beaded woman's wig, if the simile is permissible. It is not a laborious task, but abominably monotonous shred, shred, shred, all the time. And when it is all done. Under a penthouse In the yard, armnged in the form of a Hollow square, are a number of blocks of wood, some six inches high and four feet apart, with a hollow in the top in which rests a 16 lb. cannon- ball. Each man stands erect behind a block. and at a signal, given by one of the gang clapping his hands, they all stoop, lift the shot breast-hleb in one palm (the other aunporting it beneath) advance two paces to the next block, put the ahot down without noise, and straighten them- selves again, to rest for two or three seconds. From 7 am to 3,30 p.m., 'six times a minute for that and every alternate half-hour, except between 11 and 13 o'clock, that round is mechanically preed by the squad at their Sisyphean labor. CUTTING AND WOUNDING, Nam Aki, found guilty of wounding with fntent" to do grievous bodily harm to a fellow-lo per during a quarrel, was sentenced to five years' penal servitude.
TRE D'AGUILAR STREKT ROBBERY, Fan Aki, a lutong in the Water Police Force
at the time of his arrest, having been found guilty of robbery from the person and larceny from a dwelling in D'Aguilar, Street, was sentenced to three years' imprisonment with- hard labour on each count, the terms to be con current and to receive three whippings of 25 strokes each within six months from this date.
IN BANKRUPTCY.
Leung Ah Yon, shipchandler of Praya Central, was farther examined this morning.
Ja opening the proceedings the Acting Registrar (Mr. Sangster) stated that Lau Chi Hing, who had been asked at the last meeting to a sit in collecting the assets of the bankrupt, declined to do so, and it would therefore devolve apon the Official Assignee to do his best to get the money in.
Leung Ah Yan produced a letter dated the 3rd proximo purporting to have come from the accountant of his Penang firm, in which the writer announced the failure of the business in Penang, and went on to say that, he would endeavour to collect the outstanding local and const-port accounts, and with funds thus accumulated discharge the liabilities of the firm In that colony.
The Acting Registrar ultimately adjourned the matter for two months.
THE SANITARY BOARD.
A meeting of the Sanitary Board was held this aftemnon. There were present;-Mr. S. Brown (Surveyor-Generai) President; Mr. J. H. Stewart-" Lockhart (Registrar-General) vice-President: Dr. Avres Colonial Surecon); Mr. Gen, Harpont (Acting Captain Superintendent of Police); Dr. Cantlie, and Merges. Wong Shing. J. D. Humphreys, N. J. Ede, and. Hugh MacCallum (Secretary).

The Board, disbelieving Mr. Humphreys assurances to the effect that the Mount Austin Hotel was erected mare for the benefit of the general purlic than the shareholders, decided that the drainage of that establishment should be completed in the usu! way, randing the receipt of a report from the Sanitary Surveyor. A letter from Dr. Cantlie was rend in which the writer stated that he had established a bacterid logical laboratory, which be put at the service of the general public, pending action by the Government in the matter of opening such an institution hére under efficial onsulces."

LONDON, March 17th. Justin McCarthy presided at a banquet this evening at the Cannon-street Hotel, Cardinal Manning wrote a letter endorsing the action of the new party, and adding: "It was not for me to speak until the Bishops of Ireland, after a wise period of forbearance, uttered an nuthoritn- tive decision, which I accepted as my own. I cannot end without saying that I see Irelandtising and re-organizing its-If after a passing obscura- tion, upon the old and only lines which have unfolded its noble life throughout the world."
McCarthy, speaking to the toast "Ireland a Nation," said: "I no more doubted that Ireland would settle this matter in the right way than I doubled my existence. At no time in their history have they enjoyed more thoroughly the sympathy and confidence of the great English Liberal Democratic party. Every day which passed has counted for their side and for the nation's cause, against the desires of any small parly or man." They stood for Ireland a Nation,"
Michael Davitt, speaking at Blackburn, said Parnell would meet with a more thorough defent in Sligo than he bad met with in Kilkenny, and that at the general election he would have no following whatever.
Lieutenant-General Newdegate, commander of the forces in Bermuda, writes to the Times emphatically denying the stories of a military uprising two months ago by the Leicestershire reriment. The Attorney-General of Bermuda and prominent citizens also denounce the story ana baseless lle. The Times, in explanation, says the despatch in question was furnished by the Dunlap-Dalziel Agency.
A blue hook isited by the Government to-day, discloses that one hundred and fifty-two peers of the realm are owners of places in which Intoxicating drinks are sold. The number of "drink shops owned by these peers is 1,531, Included in this list is the Right Rev. Richard Lewis, Bishop of Liandaff, who, the blue book shows, is owner of two places devoted to the sale of intoxicating liquors,

The preamble of the Newfoundland bill, which was fald on the table in the Senate to-day, says that France has protested repeatedly against the English lobster factories on the French shore contrary to existing treaties. The arbitration, it is added, ought to, result in lasting conditions which will satisfy Newfoundland,

Assistant Secretary of the Treasury, Nettleton, referring to the refusal to allow gold bars to be raported to-day, said the action was taken with the full approval of the President, under the au thority of the recent Act of Congress giving the Secretary of the Treasury discretionary power to refuse such exchanges when deemed necessary for the interests of the Government. On the last exchange a charge of four cents per $100 was imposed, but as this rate does not seen to have deterred the shipment of Government gold, the Treasury Department decided to discontinue exchange nitogether for the present,
Gibraltar, March 17th,
The British steamship Utopia, from Italian posts, bound for New York, with 700 Italian emigrants abord, collided to-day with the British ironclad Rodney, anchored in Gibraltar Bay, and sank soon after. A southwest gale was blowing at the time. Many women and children were drowned. A'large number, clinging to the rigging, have been rescued by boats from the channel equadron. Intense excitement prevails on shore.
On entering the bay the Utopia, before collid- ing with the Rodney, ran into the British iron- clad Anson. The Utopia sank within a few minutes. Boats were immediately lowered from the British ironclads and also from the Swedish man-of-war Freva. These boats rescued 180

When the squadron first arrived the people became very much excited, moved by mingled feelings of curiosity and fear. Many strange rumours were afloat; one to the effect that the boats had come to capture Nanking, which the foreigners greatly coveted for its beauty; another that the Czarevitch had come; and a young officer, who accompanied the Admiral on Monday through the city, was pointed out as the Russian Prince.-Mercury.
