It costs the rate-payers 200,000 fr. to thus fête, select number of their co-laxed. Each Municipal Councillor, receives 100 cards of Invitation, to distribute among bls 50,000 voters; each one of whom, when left out in the cold, is sure to plump against him if he seeks re-election. Imagine the condition of a John Gilpia's wife, CATHAY after establishing a co-operative toilette for the Municipal Ball, to find like Sister-Anne, nothing coming in the way of an invitation. This will explain, why a certain number of Councillors support the motion, to suppress the annual grant of 200 000, fr. for the two balls, and allocate the proceeds to the relief of the poor; or, accord 10,000 fr. of that sum, to each of the twenty mayoralties of Paris, to give their own local balls, where all the electors of each mayorally would be admitted free. There is sill another project --that of turning the Hôtel de Ville itself, into a kind of Cosine, where a series of gratuitous daners would be held, with inexpensive refresh. ments, and no collections made at the door. "France la quie able to pay for her glory," as Jolan Semoine once wrote. The best plan would be, to knock the outlay on the head, as a natural suite to the abolition of that other Municipal folly the school-boy soldiers and their sugar- stick ammunition. His plan is, to employ the common glass with the ordinary chemical emulsion, divested of granulations: Behind the plate is placed a frame or bath of mercury, when the "taking* details proceed as ordinarily. Only the object to be photographed must submit to the "don't stir" attitude, pending at least thirty minmes, and at most, there hours, following the nature of the colors, some reguliing a longer time to be bitten-in, than do others.
At present, photogmphy is instantaneous; but when first discovered, three hours were requisite for a pose. The quickest proof that Daguerre ever took, occupied fifteen minutes. For the moment, the capit:1 fact is, that photography can permanently fix colors, But can it fix the colors of a picture or of a stuff? Yes, as M.
