THE GAMBLING ORDINANCE, 1891. 'His Excellency said he had decided to proceed with the Ordinance. He was of opinion that neither this Ordinance nor any other would have the least effect in prohibiting the people from gambling, and he would decline to piece upon them more severe restrictions without *pecial instructions. There was a question of law on the Statute-book, but they were almost obsolete now, and the blil before them was as good as at present could be devised, and wens in many respects like the law enforced by the Home Government. For those reasons he Intended to proceed with the present Ordinance, and make what law we bad, better, There wai one point in the bill--the question of corruption. He thought there were men in the Police who would rather give up their office. than he bribed, but it was a question whether men would be able to resist the large sum that the gambler would offer. However when they knew where the corruption was; and what was likely to take place, then they would know the poultion they were in. At the next meeting they would get on with the Ordinance and he proposed to den! with it then) in the meantime giving the members an opportunity to read through it. The question of the responsibilities of owners was also one for consideration, and he thought a house owner should not be proceeded against until, ba bað bad due notice that his tenants were gamblers.

A railway even 10 Kirin would open up the southern half of Taltsikas (or Hahlung klang) province to very remunerative agricultural employment, and provide comfortable homes for several millions of people. The soil of the northern province is very rich, well adapted for all the ordinary more level or cultivable land there than in either grains of Mahchurls, and there is, I understand
