The Viceroy, our old Idend and admirer Chang Chih-tung, is very anxious that foreigners should disailss from their rainds altogether the Idea that he is at all inimical to them, and he deeply regrets that so mistaken a notion should ever have been enter- Lained. We quite believe all the Viceroy says. He is by far the ablest of Chinese statesmen, and the one who has been most unjustly abused and calumniated by foreigners. Li Hung-chang had his great rival removed from Canton because ke foared his rapidly growing influence and Independent policy. It was a bad job for the City of Rams when Chang was transferred to Mokong.

We refer to the Theon Kramon, a very serviceable sailing vessel which has long fain at anchor totally neglected, but is now being renovated, and at very small expense will be made as good as a new ship, This vessel will be of very great use in paying periodical visits to the coast ports, and on such voyage the yeung sailors can be instructed in the principles of their profession and trained in the practice of it. It only recently that train- ing ships in the Siamese Navy have secured the. attention they deserve, but the recognition of their value is, we are glad to see, becoming sufficiently extensive to secure their institution, And in this respect Slam is following in the wake

THE BORNEO FIASCO..

THREE COMPANIES GONE UNDER.

The subjoined reports of meetings held in con. nection with the winding up of three of the Borneo planting companies, which were floated with a great flourish of promoters' trumpets but three years ago, will be read with interests, both by those who have sunk a few “thous" in them, and those who have wisely abstained from following in the ruck of the El Dorado (?)-plungera -

THE SONGEI KÖYAH PLANTING COMPANY,

+ LIMITED,

The second ordinary general meeting of share. holders in the above named Company was held at the office of the General Managers, No. 6, Ice House Lane, at noon to-day (Feb. 27th), for the purpose of receiving the report of the Consulting Commitee, with a statement of accounts for the year ending 30th November, 1890. There were present:-Messrs. C. S. Sharp (Chairman); W. B. Layton, W. Wotton, H. L. Dalrymple. (Directors) S. I. Danby, 1. S. Perry, N. J Gomes, S. A. Joseph, A Lun, and L. Hallward (Secretary).

The Chairman said he had to apologise for the late hour at which the report bad heen placed in the hands of the shareholders. It had been. necessary to get certain information, both from drawn up,-however, as soon as possible... It was London and Sandakan before closing the report, and that accounted for the delay. He regratied the report and accounts were not very brilliant, but still they were better than he anticipated at one time. Certain additional items of faforma- tion, which were required by the Board before drawing up the balmce sheet, were to hand, and would be found in the report furnished to the shareholders. He had nothing further to say except to express his great regret at the unfavourable appearance of the accounts. The 1889 crop, be begged to add, had been sold in Amilerdam at 70 guilder cents per pound, us was reported on the talk instant by wire,' That war a better price than they expected it to fetch. The total value of the sales was not stated in the accounts in dollars, because they were not yet in a position to estimate the charges-that would be done later on. As they were aware the sale of the Company's assets had been effected, a good deal of the money had been paid already, and he thought the balance would be forthcoming at an early date. Before moving the adoption of the report and accounts be would be pleased to answer any questions relative to the same.

Mr. Gomes-You have not entered the value of sales of tobacco In the accounts.

The body was then of Chinese male adult, between 30 and 40 years of age, fairly well built, but thỉn. His face was covered with a large scab and some scars which, when removed, showed depression of the skin about the size of a shilling. There was evidence on the general organs of syphilis. The internal organs were sound, and the heart healthy. There were evidences of old syphilitic disease on the lver and spleen. In my opinion, death was Caused by exhaustion owing to want of food. He must have been without sufficient food, for a week or two. 1 attribute his death entirely to the absence of food. I could not say he was a leper from post mortem appearances. He had no post mortem evidences of being a leper. He might have been in an early stage of leprosy without shewing any evidences of the diseand. The scars on the face were syphilitic only. Such marks are distinguish- able from leprosy. One never gets leprosy to such an extent that it arises, to spare on the ce without evidences on other parts of the body. There were no such symptoms visible elsewhere. Another thing, the form of leprosy the deceased was supposed to have was what is called tubercular lepray. A loss of sensation. |andanathesia is not combined with tubercular ! "prosy. The leprosy, if any, must have been tubercular because the scars were tubercular. Moreover syphilitic scabs are different in shape from scabs of leprosy, the former grow like. 'horns and are pointed at the face, while the latter. are, flat and have a tendency to spread.
