The Governor has given his best attention to the Petitles, signed by a large amber of the Inhabitants of the Colony, in favour of the re- multion of the sentence of sfic menthu fingerfsen-. mgst, with hard labour recently passed upon Robert Fraser-Smith and George Willam Ward for conspiring to bring a false charge. w
The grounds urged for this remisalok nem-:-- (1) The alleged weakausa of the evidence at the trial
(2) The fallure to adduce until too late, evi- dance which, as the Chief Justice (who tried the case) is alleged to have intimated, might hare influenced the jury in favour of the prisoners.
(3) The danger to the life of the prisoner Robert Fraser-Smith from imprisonment with hard labour.
As regards (1), I regret that the evidence haring been regarded as sufficient by the jury, whose verdict was approved by the learned Judge who tried the case, I do not see sufficient reasen to justify me in acting upen a different view.
As regards (2), I cannot think that the facts therein referred to are sufficient to warrant the bellef that they ought or would have had any material weight with the fury if they had been adduced at the proper time.
On these two grounds, therefore, I see no ren to differ from the decision "which, was arrived at before my arrival in the colony by the Officer Administering the Government is Council,
As regards (3), which affects only the prisoner Robert Frater-Smith, I am placed in a position of peculiar dificully by the fact, which has become well known, that a resolution was arrived at, also before ray return, for the appointment of a Medi- cal Commission to enquire whether further Imprisonment in geol would favolve danger to the health of the prisoner Robert Fraser-Smith. When this Commission reported that such danger would be so created, It seemed to ma în the first instance that I was thus rellared of all reponsibility, andthat there was nothing to hinder the gratification of a natural inclination to mercy: but subsequent, consideration kas convinced me that to constitute danger to the health, et even to the life of a prisoner, as ipse facte a reason for his immediate release, would be tortet a most dangerous precedant, and by rendering it impossible with any consistency to permit any further Imprisonment in the case of the prisoner released, would be practically to grant him a license for the commission of any offence short of murder.
The special severity of the imprisonment ∙owing to the causes indicated, may no doubt be a reason for shortening it, hat on the other hand I have to bear in mind that the sentence awarded in this particular case, probably owing to the recommendation to mercy on the part of thể jury, was a very lenient one with reference to the gravity of the offence which I am bored to believe was committed, and under these cit cumstances I have with very great pals arrived at the decision that the utmost concession which I am conscientiously able to make at present to the wishes expressed in this petition, in the remission of that portion of the sentence of the pritoner-Robert Fraser-Smith which awards to bira hard labeuT.
But I will leave open the question whether, after the greater portion of the period of rentence has expired, it may be for the above reason justifiable to make's farther remission of the length of imprisonment.

From this it is proposed to pay a final divid end of $1.75 per share, which, together with the $1.75 paid in July, makes $3.50 or 7 per cent, for the year, and to carry forward the balance of $1,585,92 to mixt account.
Profit and Loss har debited with $4,675,37. being the amount of disputed and unrecoverable debts for 1887 and 1988, and the interest on money borrowed to return to shareholders in conse quence of the reduction of capital has also been passed to this account. But for the anavold- able delay in carrying out the work of Reclama ton, a large portion of land already sold would have now been paid for, and the Directors | consider, the profits derived from the Reclaration should be charged with the interest incurred through the delay. The account therefore standı with a credit balance of $345.886.99, a large portion of which it is expected will be received during the present year.
The Directors are pleased to state that after considerable difficulty they have succeeded in concentrating the whole of the ocean-going trafic at Kowloon, reserving West Point for coasting vessels only, and this will result in farther considerable economy of working during the current year.
Three new coal godowns are in course of completion at Kowloon, and it will shortly be coma necessary to enlarge the accomodation for cargo,
KEROSENE GODOWNS.
This property changed owners in May last, and the Company's management of the business having ceased. the rereque derived from 'com. salon will henceforth disappear from the
accounts.
WEST POINT PROPERTY.
The Company's tenancy of this property expired on 30th June, 18go, and a portion of the premises were again leased for another year. It is not proposed to continue them after 30th June, 1891.
COMMITTEE OF INVESTIGATION.
The Special Committee appolated by the shareholders on the 5th August, 1890, to enquire into the working of the Company's business, weat vary thoroughly into every detail and their respective sports can be seen on application to the Secretary.

The answer of Mr. Sone, Chief Secretary, to the letter of the directors of the Electric Lighting Company, was sent in yesterday afternoon. Mr. one regrets that he cannot act upon the suggestion of the Company, and move for a fresh

A goodly number of coolies had been gathered in from various parts of the Kwangtung province The steamer is fitted up to receive about from six to seven hundred, but some hitch, appears to have occurred respecting the arrangements on board. The Harbour Master, it la reported, his
placed a good many obstacles in the way of the promoters of the enterprise, with the result that the birds have been let out of their cages and at once made tracks to the country to spend the Chinese New Yest. The prospects, there- fore, of the despatch of this German/two-master with a full cargo of Chinese free emigrants (?) seems somewhat problematic at the present juncture. Whether or not the coolies have really gone back to their homes, as that busy body rumour has it, I cannot say; it is, of course, quite possible that they may be huddled together in barracqons here.
