A REVIEW.
"New Navigation " is the title of a very useful and interesting work which we have planeure in recommending to the seafaring community. The back which comprises yo fallo pages of highly instructive matter opens with a large mad care. fully executed chart which is intended as a guide to students in their prosecution of the study of symplification of methods for ascertaining heights, distances, positions etc. etc. The marvellous problem about which the auther says: "I have now thought it necessary to shew that we can calculate the position of the shin by A. C. Johnson's Matbed of using the meridian in stead of a parallel, and thereby sherten the moreover, deduce the position of the ship, labour of computation considerably, and though the chronometer be in error 4 minutes of time, or one degree of longitude." It is now a well known fact that Count Ito fatends to go to China upon the protegation of the Diet. The Aekumin Skim bum's reporter saw him a few days ago at the Imperial Hotel, when the Coast is said to have' atated, without besitation that he will go to China as the Representative of Japan, if the Government should be pleased to give him that appointment. The Nippox of the 7th inst. observes that it is quite possible for Japan either to form an alliance with China by sending an Ambassador to Tientsin, or to gain Russia by taking advantage of the reported eastern tour of the Crown Prince of the Northern Power. Japan may also send a clever diplomatist to Soal and control the fate of the peninsular Kingdom in concert with Russia and the United States. But where, asks our contemporary, is the man to carry out such a polley ? Will Count Inouye, after the disastrous failure of bis Foreign Office, bare the courage to try his hand Eastern policy while he was at the head of the ence more! Our contemporary is doubtful.

After a long protracted illness H.1.H. the Seventh Prince breathed au last on the morning of the far inst, at 2 o'clock. It would be the purest speculation to attempt to forecast even the near consequences of the death of the Seventh Prince. To find a precedent for a reigning Emperor mourning for his father who was not an Emperor the records of several dynasties must be searched, and it is probable that the Court will establiska precedent of its own for the occasion. The Audience to the foreign Ministers will almost certainly be waived, and no one will be hurt by the postponement of that ceremony since the principle has been established by Imperial Decree.—Chinese Times.
