*wanted having left the village, they visited A few hours previous to the Fame's arrival, We are always glad to see vigorous addion on the part of the police, but had the junk been captured by the Fame, or, what was possible the Fame captured by the junk, we are sadly afraid that some question would have been raised as to this performance of Imperial duties by a colonial tug. If we are going to have a gunboat well and good, but it is of little use sending out one pop-gun and few police to capture well-armed junk. In consequence of that correspondence. I did not consider it desirable that any further instruct- ions should be given about the Fame going in 'search of these pirates, I think those are all the observations I have to make. In the latterpart I have gone beyond what was asked In the question, bat as it has been commented on in the newmpers that the Fame did not go aut, the Government I thought it was only fair and myself to show why that course has not been adopted. I may say that on the 11th lost. the Consulat Canton was telegraphed to, and a telegram #is also sent to Macao, where it was thought the pirates might land, and in order that I might see myself what had taken place in so far as I could, I went myself on board the unfortunate Ship two or three hours after her arrival and made all the enquiries possible in connection with the matter.
The Acting Colonial Secretary-I think, sir, I should like to add that the story as it appears in the paper is not altogether correct. It is true that I did ake the Fame out with some armed policemen on board, but my object was to put myself in communication with a gunboat that had started after the pirates before. I received information that she had gone to the wrong island, and on going out I found that she had gone to the wrong island, The Fame went round the island, but found that the men had left.
Mr. P. Ryrle said in former years the police had gone out in the same way and had arrested
men.
The subject then dropped.
THE RETURN OF THE GOVERNOR.
Respecting the expected return of his Ex-. cellency the Governor during the course of the day Mr. P. Ryrie, senior unofficial member, addressed the Acting Governor at the meeting of the Legislative Council yesterday forenoon as
• follows:-
Your Excellency, before we adjourn I should like with your permission to say a few words with regard to the tenure of your office as Presi- dent of this Council for the last nine months. I think, and I am sure every member of this Council will agree with me, that it has been a satisfactory one, and that the manner in which you have conducted the business of this Counci} bas never been surpassed in this colony. On any occasion when any member had any particular matter to bring forward you have shown a disposition to help him in what he wished to accomplish, and if possible to carry out what he desired It is not an easy thing always to praside ever a Council of this nature. You have two elements there, the official element and the unofficial element. Sometimes the unofficial question matters which element is inclined bave been done, and you have always met them In the most conciliatory manner, as we can all testify, Even in the late discussion on the Estimates, although it has been a long and tedious tuslaess no acrimony of any kind entered into it. We met and amicably discussed the matter You yourself have taken consider- able trouble in connection with them and have received members both here and at Government House, and have éxpressed your views and your wish to meet them in every way. I have had a long experience of this Council-nearly twenty- four years now and I speak with the authority bf experience. We thank your Excellency for the manner in watch you have presided over this Council for the last nine months, and we sincerely hope that it will not be the last over which you will preside. (Applause.)

The annual meeting of shareholders in and subscribers to the City Hall was held in the Public Library this afternoon. There were. present Mr. J. J. Keswick (Chairman); Messrs. W. H. Forbes, G. Hoppius, G. Sharp and H. L Dennys (Secretary),
In the course of a brief address the Chairman sald that the litigation which had arisen between the Trus rcs and the Government in connecijon with the Praya Reclam tion Scheme was not referred to in the report for the reason that that document dealt solely with the affairs of the institution up to the 30th of June, and the litiga tion commenced subsequent to that date.

THE STRANDING OF THE “TOKIO
MARU
A TRAGEDY AT THE SCENE OF THE WRECK.
A Koke paper relates that some of the sailors, Japanese, in a spirit of insubordination and recklessness induced by excesses in drinking, attempted to force their way into the tent in which the officers' mess supplies &c. were stored. The second cook, a Chinaman, remon strated, and as the men took no inolice of bim, sought to prevent them by more ener Eric means. A scuffle ensued, and the chief cook hurried to the spot to separate the comba- tants. Whilst doing so, or, as some accounts put it, immediately after doing so, one of the- most aggrieved of the sailors, who had been flourishing a knife, wheeled sharply around and "succeeded in iz Meling a fearful wound which well nigh severed the Chinaman's bend from his bady. Death resulted almost instantaneously. Anything but sobered by the murderous deed, the man maintained such a threatening attitude that con- siderable risk was incurred in securing him, In fact the man was not placed beyond power of further evil until one of the European officers stunned him with a capstan bar. The unfor- lunate cook's remains were conveyed to Yako- bama on the r3th inst. The murderer, we believe, ls under arrest.
We are glad to hear, says the Japan Herald, that better news'has been received regarding the stranded steamer Tokio-maru. Contrary to expec- ation, she did not suffer from the late gale, and yesterday the pumps were got to work on ber, and should the present weather continue Mr. Barrie, who has charge of the operations, is confident of getting her off.

This, the third Rugby match of the season was played in beautiful weather,, though some- what too warm for football (temp. 7a deg. F), at the Happy Valley ground yesterday afternoon. Egerton having won the toss took the South end of the ground, the Navy thus having the advantage of the wind during the first half of the game.
After waiting ten minutesffer two absentees, at 4.40 p.m. the ball was kicked off by Adkinson, the Club immediately pressed their opponicata forwards, playing a very, strong, game; the Navy were not to be denied' however, and gradually forced the ball to the Club's twenty These are now being turned out in all respects | five. Dow after short-time run relieved hla equal to the very best goods of Home manu-side by a grand first touch, the play thus being
transfered to the Navy's twenty-five, facture and consequently they are taking z leading place in the local markets. A large after this the Navy bad to touch-down in self- order has been taken from the Colonial Gorcine defence, the ball an being kicked out was well meat lutely, which will occupy the works during returned by Burn who was playing well the next year.
at Full-back the game was now more evenly contested the ball being kept in the centre of the ground. "Just before half-time was called Atkinson, having received the ball from Burn, with a long and somewhat "dodgy run, obtained a try immediately behind the posts, the same player converting the try into a goal,
After changing ends, the Navy fomediably set the play into the club's quarters. Lashmere to work and playing very determinedly carried who had been playing very welly was particularly prominent. At this stage of the game the club Hollan retaliated Dow, with a good run carrying the ball iss well into the Navy's twenty five. Kiddle now | Manta. relieved his side by a splendid run right up the Cape St. James touch-line, and was only tackled some twelve yards from the club's goal line. Buin receiving the ball relieved his side with a good run down the left. Both sides' now made' determined efforts to scores Dow nearly kicking * gosl from a long-drop and Stevens shortly after this ran in for the Navy, but the try was disallowed as the ball had been thrown forward,

Some further improvements have been made In the quality of these goods, the demand for which is growing in a most encouraging manner.

His Excellency made the following reply :- Mr. Ryle and han, members, I thank you very much for the kind words that have Just been spoken. It must be at all times sathfactory to one who has more or less important duties to perform to believe that he has performed them to the satisfaction of those whom they concern. From faults and shortcomings none of us are free, and I am quite aware that the work that has fallen to my lot during the last ten months has by no means been done in the perfect manner that it

I have to thank you my part one and all very alacerely for the kindness with, which you have supported me since I have presided over this Board. Our opinions may sometimes have differed, and if on any occasion I have been unable to comply with the suggestions that you have made I hope you will do me the credit to believe that any such action on my part has been prompted by no desire to oppose your wishes, but has simply bren in consequence of what I conscientiously believed to be my duty. (Hear, her). Ideale to take this opportunity of publicly expressing to all members of the Civil Service the assistance.bey have rendered me during the greater part of the last year, assistance which has gone far, I may say very far, towards lightening the burden of my task. There is also another matter I am desirous now of alluding to. It is to one who is not member of this Council, but who is a mem- ber of that other Council before which every Important matter is debted previously to its being introduced here, I refer to Major General. Digby-Barker. I cannot feel too grateful to bim for the very valuable assistance and information he has at all times so readily afforded to me in connection with the many important matters we have discussed together, The position I have had amongst you during the last ten months will necessarily become changed, but I have pleasure in feeling that may connection with you will not be severed. As I have done my best to work for this colony in the past, so shall 1 endeavour to do so in the future. In conclusion, I sincerely hope that the year which is about to daws upon us may prove in every respect a happy me for this colony, and I can entertain no better wish than that during the fifty year next'in store for us the colony may advance in strides as rapidly and in prosperity as great as it has during the fifty year! - which before very long will become numbered in the annals of the past. (Loud applause)
ADJOURNMENT,
His Excellency said he thought that belag now close on Christmas time it would be better to adjours for a fortnight. If the Governor on his arrival thought that a longer adjournment. was desirable it would be easy to send notice to that effect to members,
The Council then adjourned to the gth January 1gi.
