We do not feel satisfied that the enormous expenditure of $282,500 »lready voted on the sewerage of Victoria was a desirable one to incur, but as the work has been commenced and has therefore to be gone on with we do not disapprove of the decision of Government to sanction and carry out the Hon. O. Chadwick's proposals and plang, but we are now of opinion that it would have been better whan such decl- sion was approved of by the Council that it should have been arrived at in such a manner as would have guarded against any possibility of any material alterations or of any changes in and departures from these plant, by a change of officers.
"It seems to us that it may be desirable sooner or later to amend the Constitution of the Sanitary Board so as to entrust it with the supervising authority of the Water Supply and the Drainagë works -public and private alike—when the same shall be sufficiently completed.
GOVERNMENT OFFICES, EXTENSION OF NEW LAW COURTS. We are not satisfied that these works are of urgent or of even prassing necessity, and therefore recommend that they be postponéd.
Questions of Finance and of Expenditure are matters which fall specially within thecompetence of the unofficial members, No expenditura should ever be made until it has been sanctioned by the Council. Essential works already com menced and in course of construction should be systematically pushed on and completed. The une fficial members should, we submit, be con- sulted before any moneys for new public works are inserted in future Estimates.

Whereas it has become necessary to make further provision for the public service of the Colony for the year 1889, in addition to the charge upon the revenue for the service of the said year already provided for: Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

SHOOTING MATCH.
A match between the 1st At S. Highlanders and the Hongkong Rifle Association, ten men a side, took place on Saturday alternoon last, and resulted in a win for the military. The weather was good, though at times the light was rather changeable. For the winners Private Hood.put on the fine total of gs for the three ranges, Colour- Sergeant Mack also shooting in his well-known style. For the Association Mr C, Ford made a highest possible score at 500 yards. Appended are the full scores:-

As to the recessity of improvement in the accom- modation of prisoners at Victorla Gaol could be but I le doubt, The way in which prisoners were confined for debt was hot such as was in keeping with the spirit of the timer in which we now live, and it would be questlos for conferuilon whether such a custorn should be continued. A good' many leading citizens with whom he had conversed on the subject thought it could hardly be abolished. If, how ever, it were continued there was no doubt but that reasonably suitable accommodation for debtor must be provided. If a citizen contracted fraudulent debts a remedy at law was provided here as elsewhere. As to the question of cable space necessary for each proper be had ascertained that as many as dight Chinese prisoners were confined in cells which ware bult to accomdindata but thres. That was directly contrary to the spirit of the Public Health Ordin ance, and, legally speaking, the Superlatendent of the Gaol could be prosecuted and punished for it. He had sent certain propositions to the Secretary of State in respect to what he considered,, after personal inspection and careful inquiries, were necessary improvements of the Gapi. Until Lord: Knutsford's reply thereto was to hand it would be useles to submit plans and specifications to the Council-that would be done in due coute. When he did so later on he felt ware that the Council would willingly rate the required sun to meet the expenditure. Referring to large numbers of criminals who should not be kept in Mr. E. Robinson.*. the gaol, his Excellency said that the futilliy of Mr. C. Ford the present system of deportation was only too manifest, and that the subject of the permanent expulsion of a certain class of criminals would no doubt meet with the careful and prompt con. alderation of the Governor upon his return here. His Excellency concluded by saying that, as in the past so in the future he would do all that was possible to provide members with all particulars of sums upon which their vote was required. He could see ae ofjection to such a courad dalag followed and thought that the Governor would not object to it either.

We leir from the Government Gazife that Toimi, is Majesty the King, on the zoth November last, passed a law limiting, after the English custom, the period during which insolvent debtors may be imprisoned. The new law is lo come into force on the first day of the Siamese new year. The famous Fleet and Marshalsen prisons in England, farmiliar to all who have read Dickens and sympathised with Mr. Pickwick and "Little Dorrit," were only abolished at a comparatively recent date, and now, we are shortly to see the last of the system In Siam.
