The hearing of the appeal of the Victorien Government in the case of Ab Toy v. Musgrove, Celiactor of Customs, began to-day. It was contended on hehalf of the appellants that the Victorian Supreme Court ought to have ́derliaed to, inquire into the authority of the Garetninent, or else that the Court should have held tast the action of the Government was in the exorcing of the Queen's prerogative, or in exercising the power of responsible government.
It was stated for the defence that the action of the Collector of Customs, or of the Com- missioner of Trade and Customs, was neither andered nor ratified by the Government or the Queen, nor justified by Act of Parliament, and that the Collector should have accepted the 10 twdered as captation money on behalf of Ah Tay.

Miss Riordan, who was charged atOxford with Bring the Rev. I. F. Bright, D.D., the Master of University College, Oxford, with intent to mur- der, has been sealeared to six years' imprison meat. The prizna^r, who wounded Dr. Bright in the grain, a fitted the charge. She was acluated by Jealousy of Dr. Bright's daughter, who was engaged to a certain gentleman.
In connection with the charges of cruelty brought by Mr. H. M. Stanley against the late Majar Bariteint and Mr. Jamieson, of the Emin Pasha Relief Exordition, a letter has been published by Jamieson's widow which throws iarre further light on the act of cannibalism alleged to have been brought about in order to enable Jamieson to make sketches of the horrible
scene.
According to this letter it would appear that cannibalism did actually take place in the pre- sence of the English officers, but it was caused by an impredeat gift of piece of calice to a native, and that the victim, a girl, was not purchased by Jamieson for the purpose of having her butchered by the cannibals.

News has been received from Suakim to the effect that a babit was recently fought at Omdurman, near Khartoum, between the Mahdi, El Khalifa, and the Emir of Gallibat. The Mabdi was badly defested, his forces being com- pletely routed by the Emir's followers.

There is nothing whatever, to betray the whereabouts of the user, but it fills the air with a hail of bullets streaming forth. at the rate of A hundred a minute, and carrying a silent and invisible death everywhere The abioxious Czar or Kaiser who goes out from his bomb-proof palace ha a secret enemy waiting for bim against which all precaution is useless. There is no need for elaborate conspiracy or preparṇ-. tion. Allthat-is required is to bring the muzzle cf the deadly implement to bear and set it in motion, and the monarch ard his guards are torn and riddled and blown to pieces by a storm of lead coming from no one knows where. When once the Giffard gun comes into ceneral use monarchy has got to go-he reign of force will be over. It is no longer worth while.to be a Czar with power to knout everybody who is daffected, and send him to Siberia afterwards if any cripple cripple can blow the pompous despot into car's-meat at a discovery. It is no use to defy the light ning with a bayonet; and it matters nothing that the monarch may be, surrounded and defended by a thousand similar weapors when no one can tell where the invisible death comes from. Any ordinary measures of defence against sach conditions would be hopeless and impotent; it would be as profitable to throw a brick at. Providence, or to shoot at an epi lemic. If the new raffle only answers the inventor's expecta- tions it will do more to mike tyranny unpopular than a dozen revolutions and a hundred years of dynamite and the best course which an obnoxious sovereign can take under such conditions is to seize his harem and his carpet-bag and quit before a worse thing befalls bim.-Sydney THE P Bulletin.
