The proposal that all appointments shall have a minimum and maximum salary attached, with a periodical rate of increase, requires no advocacy, and allows no room for argument; it is the only business-like way in which such a matter can be arranged satisfactorily for both employer and employé. And the desirability of the total abolition of all perquisites in the shape of allowances. office fees, or special grants is equally apparent, The system of fees and allowances for certan appointments has never worked well in Hongkong (excepting to the lucky recipients) and has caused such a very great deal of dissatisfac- tion throughout the, Service, that we consider Mr. WHITEHEAD has initiated a measure of reform in most excellent advocating the discontinuance of a practice that in some respects has never quite heen beyond suspicion; and we feel justified in believing that the Secretary of State will endorse this view, and promptly sanction the alterations proposed.
