But just as unlimited subjection to spirituous liquors precipitates the individual into physical drunkenness, so unlimited subjection to this enthusiasm or any enthusiasm precipitates to mental drunkenness. The laws which, under the influence of this new propaganda, banished Intoxicants from several of the States of America bear all the characteristics of the products of drurken minds. They were vitiated by suddenness, barbarised by injustice, and stultified by inconsequentiality. A day was enough to set them up a day was enough in which to knock them down. At one fell swoop they deprived a man of a means of living which, until the teetotallers bung their pictures out, they and be had regarded as honest. They drove nails into the doors of public-houses and rejoiced as victor; but the secret distiller and the chemist carried on the business in private houses; or they swept one ward or town clear of the traffic only to, make the contiguous places cess-pools for both. This brings us to our moral: Some teeistaller and some publican is good; too much teetotaller or too much publican is bad. Without the teetotaller the world would, as we have said,

Of course the evils in these cases are neither so widespread nor intense, save in case of over-eating when viewed by the practised medical eye, but evils do arise under them, and once the principle of prohibiting by law the exercise of an appetite which is moderate because other appetities in the same line are immoderate, is admitted, the duty of morally disciplining the individual ceases in all directions, and the vote of a Parliamentary or other majority must be brought up and put in its place.
The evils arising from sexual passion are more pumerous and deadly than all other evils taken together Love, inordinate, ill-regulated, has filled more charmel-houses than all the red and white wine that ever came from the winepress Under its gaze youth has staggered, dazed to a premature grave, and age bas gone blindly to dishonour. Because in many cases love is a road to ruin, because in many cases marriage is a road to fatal strife, who will advocate that love is to be barred off and marriage made impes sible? But it is on such a principle that Local Option and Prohibition rest. The right to love, the right to marry, the right to ext, the right to drink-all are inalienable, and only when trespassing upon one another or upon the community they lose their character and become wrongs can the function of Government be properly or profitably brought to bear on them. The Drink traffic wants reforms, but the reform to be sound, to be lasting, must rest on the maintenance, not on the deprivation, of natural rights. The traffic is dangerous and acts overtly and covertly on the welfare of society. Society invokes, therefore, a power to eliminate from the traffic whatever leads in a direction contrary to the duties of good citizenship. All this it can do, and the traffic will still survive. It can, for instance, increase the license-fees and insist on spacious bars. The first will make the holder of the licenseregard forfeiture with terror, the second will give a semi-public character to the perform- ance of drinking, and many of the Insidious practices alleged be at present current will become thereby impossible." These two reforms will, of themselves, bé sufficient to root out the low dens where painted harridans and soaked dupes play with one another's lives. And with this gained public decency and national honour will be safer than after a universal mutilation sanctioned by a majority, ready, for a mere fad,
