THE Mur.correspondent of the Straits Times writes on the ist inst, that the steamer Samtor sunk at her moorines at 5 o'clock the previous morning. The Samtor, owned by Messrs. Bun Hir, was a small local steamer of about 68 tons with a native cap ain nnd crew, excepting the engineer, who is a foreigner. She left Singapore for Muar with a cargo of aundries, but whether or not the cargo had been unshipped before she went down is at present unknown,
THE Dubourdieu, the new French flagship for the Pacific station, with Rear-Admiral Regnault de Presmenti on board, arrived at Singapore on the 2nd inst. The Pubourdieu is a com- posite first-class battery cruiser recently built at Cherbourg, from whence she sailed on the oth April. He tonnage is 3,355, and shar stenma 14 knots. The Dubourditu is 77,30 mitres in length; 14,20 in breadth, and 7,60 in depth. Her crew number 487, including 30 officers. Her armament consists of four 16 centrs, guns, twelve 14 ditto; two of 65-milltes; twelve Hotchkiss revolving guns; ten of 37. millers; and one of 37 ditto; six torpedoes and two tubes. The Dubourdieu proceeds to the Pacific, via Yokohama, o relieve Admiral lo Févre and the flagship Duquesne.

A CHINESE paper says it has been proposed by Viceroy Li Hung-chang to build a fort at King chow (situated to the north of Port Arthur), which is described as an important strategic position, deputed a weiyues to inspect the place (which is quite flat) and draw plans, which will be submit. ted to the higher authorities. Kingchow is said to be the key to the city of Sinking, which was in olden times the Manchu capital, before the Manchus conquered China, and, in which from time immemorial there had been a large garrison of Chinese stationed there to prevent the Man- chus from invading China.
THE Sineapne Free Press of the 2nd inst. says: "The steam-tug Sunda, which, as pre- vicusly reported, left here last week for Klang Straits, in charge of Mr. Mons, to assist one the

ACCORDING to the Penang Gasette, he continu ance of the present hostilities between the Achinese and the Raj h of Edic, and the conse- quent stoppage, by the Dutch of the export of pepper from that port, threaten to bring terious loss-in some ca es ruin-to the Chinese traders of Penang, who have advanced large sums of money on the produce. At present, we are told, there are about 20,000 bags of pepper loaded in hoals lying in the river, which are not permitted by the authorities to leave; while an equal quantity is yet in the hands of the friendly million dollars Achinese of Edie-not; far from worh. The owners of the pepper or their agents are therefore obliged to keep a number of coolies always on board the boats to look after it, and there are consequently not sufficient men in the Chinese pekan or baziar to defend it should the necessity arise. The Achinese war party has been largely reinforced lately, and it is generally believed in Edle that the friendly rajah, Tunku Chee, will not be able to hold out much longer against the enemy, who threaten to fast the place. This naturally causes the Chinese in Penang much anxiety. Should the Achinese be again success- ful against the Dutch, both the Chinese pekin and that of the peaceful Achinese would, no doubt, be, burned down, and the pepper stored there an in the boats would be seized or destroyed. This would mean a serious loss to Penang, and probably cause the ruin of many Chinese firms.
