IT may interest some of our readers in Japan to know that Mr. Rapp, auctioneer, testified in the Wanchai arson case this morning that most some hundreds of cases-of the "kill-at-fon yards" brandy which sells at about one dollar and sixty cents per case of doren bottles-; is chiefly bought for sale in the land of the Chrysan- themum. An inspector of liquors seems as necessary an official as an inspector of nuisances in the land of Dal Nippon, and possibly in Hongkong also. Such brandy cannot be fit for human beings.

THE Legislative Council will bave to appoint a

A despatch from Port Townsend says that Miss Regina Rothschild, a young lady of that city, started from there on March 15th on a tour of the globe in an attempt to beat all previous records. It is announced that a modus vivendi bas been arranged respecting the fisheries dispute between France and Newfoundland. It is based on the status quo of July, 1889,

In explanation of the Newfoundland fisheries dispute, it would appear that the French, who nwn the small islands of Miguelon and St. Pierre, off the Newfoundland coast, hive alleged viela ions of the rights of French subjects in Newfoun land simultaneously complained of the Newfoundland waters, and the Legislature of

French encroachment on their fisheries. In the year 1887 the Legislature of Newfoundland. pressed upon the Imperial Government a grië- vance relating to the fisheries, and the encroach ment upon them by French subjects. A bül dealing with the matter had been disallowed by the House of Commons. Diplomatic 'action resulted, but the desires of the colony remain unsatished, owing to the state of our relations with France. In 1889 the Government of Siz Robert Thorbura appealed to the peopleno a plat- form comprising almost all the recent events in the colony. The Bait Act forbidding the sale of bait to French fishermen, who being bounty- aided were able to undersell Newfoundlanders. in foreign markets, was the principal subject of contention. After being vetoed by Imperial authorities it was finally allowed on the earnest petition of the colony. It deprived a number of colonists of their livelihood, but is said, despite conflicting testimony, to effectually handicap French fishermen, with corresponding benefit to the islanders. Through it the value of the fish product of Newfoundland has been increased 20
