have been two memorable failures to maintain a humane and civilized government in oppost tion to that of the slave traders. This fafture was further accentuated by the defeat of the British in their attempt to restore the Soudan to the Khediv":
The King of Belgium expended a vast sum in founding the Free State of Congo in the heart of Equatorial Africa. The independence of that State has been acknowledged by nearly all the lending Powers. No slave caravan can pasa through this State, nor is slavery tolerated in any part of it. All that traffic which found its way to the West Const, near the mouth of the Congo, and for several hundred miles on either side, has been practically abolished. But en the eastern side, and around the great lakes, it is apparently as active as ever. When the slave caravan reaches the East Coast the slaves dis- appear. But European nations baye now taken nominal possession of more than a thousand miles of that coast. The strangest fact is that with all the barriers which the civilized world has set up against the slave trade in Africa, it has not in recent years been greatly abridged. It has overcome the forces that have been arrayed against it. The whole Soudan country has, with the fall of Gordon and Emin Bey, heen restored to the slaye power.

The new stand is now made in the free State of Congo. Since all the nations represented in the Congress at Belgium bave acknowledged the independence of this Stale, and have con- stantly furnished guarantees for its preservation, it required but an additional step to make a for mal declaration against the slavepower which has been making war on civilisation, and to follow up that declaration with substantial means for its suppression. There is hardly a doubt that the State of Congo will be menaced by all the influ- CHINA COAST. METEOROLOGICAL

HANDS UP!
AN EXPERIENCE WITH A LONE HIGHWAYMAN.
** Hands up?"
m
Two revolvers looked me squarely in the face. I was at a disadvantage, and seeing the gentle- man meant business, my hands went up instanter.
But this lone highwayman, was in a dilemma. He wanted my money and valuables-how WAS he to get them? With my hands above my head I could not extrici then, and his own bands could not he spied from "covering" me. It was a truly disagreeable position for both of
tis.
"Hand me ver cash!"
I dropped my hands toward my inside cost pocket. The porket was stuff d with papers- how did the gentleman in front of me know I had no pistol concealed there?
Looking bim squarely in the eys I read his
anxiety.
„“Put them hinds up 1o he yelled,
1 respectfully remarked that I could not have my hands in two places at one and the game time, but as he appeared to show a decided pre- ference for the elevat-d position, my hands went up again.
ม
'Hev ve got a gun 'bout yer clothes ?"
1 smiled indulgently, Fut made no reply. "Say, you." continued my captor, “I ain't to be full with. Hev ye got a gun-yes 'r no."
"If I say yes will not alter matters in the least. If I say so you'll think me lying. I am not footing with you, Lord knows, and you. :houldn't fool with me."
He knew I had spoken the truth and he was visibly affected. He kept his pistols and b's eyes upon me, but I could see he was thinking the matter over. After a few minutes he put one pistol in his belt, lightened his grip on the other, and advanced in my direction.
