THE HONGKONG TELEGRAPH, MONDAY, JANUARY 6, 1890.

Emperor. This man is one of the great fighting Abbots of Tibet, and has been realing the Viceroy with stories of his own and his count ymen's prowess Hehas been in twenty-fourengagements with the British Indian troopt, he says, in four only of which he claims to have been successful. He gives a deplorable account of the armament of the Tibetans, and earnestly desires to be furnished with better weapons than they now possess. The Viceroy has taken a kindly Interest in this representative of the Buddhist Church militant, and ordered a parade of all his troops to show the astonished priest what good ats are, and bow troops should be disciplined. His mission to Peking will be watched with some interest by more than one of the foreign legations there.—Chinese Timer.

other kinds still less, some as little as four candareent per piece, which is nothing ike an import duty of 5 per cent, ad valorem Compare these with the duties levied at the Saigon Custom House, amounting some times to 40 per cent ad valorem / "There a piece of cotton worth $1.1 pays 45 cents, or 37 per cent. ; a piece of white shirting worth $3.50 pays $1.30. A shipment of plece-goods from Singapore worth $1,400 was recently mulcted $900, or 371 per cent, on value, and the repre- sentations of the Singapore Chamber of Com- merge to the British government will have no effect unless the French choose to reduce the duties. In America import dutles are several tens per cent., per cent, being there unknown. When the C.M.S.N. Co.'s steamer Hochung once made a voyage to an American port, the Ameri- can customs charged ber even in excess of their awn tariff, and we had nothing for it but to submit to this differential treatment. Now our tariff may be changed every ten years, but from the treaties of 1858 to now, over 30 years, this has never been done, The Hu. Pao commends the present time to the authorities As a fit nc for negotiating for a change, a third period of ten years having just expired. This will give assistance to the Shanghai Cloth Company, which he just enlarged its capital by the issue of several tens of thousands of trels of "new shares, and a call of Tx. 30 on aid ones.

(3). Establish hopitals for the cure of the opium Hongkong....... habit, and we shall at be able to prevent this vile drug Beuring in: upon us from abroad. In 1839 an rttempt was made to keep out the poison by the summary burning of eplum at Canton, but the Kiang-ning Treaty made this of no avail, by not expressly prohibiting the import, which was subsequently formallylegalised by the treaties of 1858. Thus we capped one mistake by another, until now over 75,000 chèsts are im- ported every year, making a loss to China of so much more than 30 millions of thels annually that although under the view system of collec- tion of likin simultaneously with import duty at the Imperii Maritime Customs, the revenue collect over Tie. 7,001.000 a year, the loss to China gay still be put own at 30 millions annually. An evil of such long standing can- not be cured on a sudden, but if by hospitals the people can be graduly cured of the habit, and at the same tinie the growing opium in China itself be gradually popred, we shall. Bave such firm ground from which to make our demands on foreigners to crave the import, that we shall at last be listened to.

The decease of Mr. Cooper hastast quite a 'gloom over the residents, for he was widely known and deservedly respected, and muck symphy is manifest ed for the children who are left to moura bis loss.

The bare brained people who "run" things bere have jual chartered a Norwegian steamer for Government (7) purposes. She left Nagasaki on the 20th instant for this part, is goodness knows where. She has not yet arrived, though the Tsuruga has, which brought up the news. What these impotent wretches want with another steamer is a mystery. Possibly she is connected with the outbreak in the south. Further particulars later.

The Council is formed and has appointed a Working Committee consisting of Meram, T. Yimani, W. D. Townsend, and Commissioner -Johnston. Mr. H. A. Dinamóre has resigned the Chainmanship on the ground that he will toon be relieved and go home. His sest is taken by

Skating

on the ranai leiding from the gate to the Hai kuang-st has been exceedingly good during the past week until yesterday, when It was well-nigh impossible to skate owing to the thick layer of dust lying on the surface of the ice.

A strong wind from the north-west sprang up on Wednesday night, and veering to the north. 'cast prevalled all Thursday. The water in the river full over two feet, and large finer of ice blocked the Tjortsin Reach.
