There are persistent rumours in Peking that Chang Chihitung has incurred the enmity of the Seventh Prince in some matter, and that the Throne, in consequence, has acceded to Chang's memorial to be allowed to go overland to Peking for an audience as soon as the Chinese New Year is over, when in all probability he will be shelved. The official phrase in Liw ching- chien-hou, that is to say, to be retained at the capital to await another appointment. [We think this complete "bash." Chang is the cleverest and most influential sixieman in the Chinese Empire, and in our opinion, Li Hang- chang notwithstanding, deservedly so. This is not the China Mail-Ed., H.K. T]

THE ESCAPE FROM THE CHAIN-GANG. The prisoner who escaped from the chain- gang at Kennedytown in June last year pleaded guilty. He was serving ten years imprisonment, commencing in 1883, at the time, and was or dered to complete his sentence and afterwards undergo two years' further imprisonment.
VICTORIA REGATTA.
THIRTY-FOURTH MEETING.
FIRST DAY-THURSDAY, 19TH DECEMBER, The thiny-fourth Regatta of the Victoria Recreation Club was commenced this aftemoon, the course being, as usual, from Yau-ma-ti to 2 flag-ship moored almost directly opposite the Kowloon Police Station. On this occasion the flag-ship was the hulk Marina, shortly to be transformed into a first-class floating hotel, "and which had been courteously lent to the Regatta Committee by the Directors of the Company. She answered the purpose admirably, but owing to the extraordinary scamanship displayed by the third-rate Innd- lubber who was deputed to moor the vessel, the flagship dragged her anchors and per formed a series of eccentric naval evolutiona which compelled the judge to leave bis customary. coign of vantage and take up his position on board the Dock Company's tug-boat Pilot Fish. We will say about this hereafter. As regards the racing we can only give bare results; in our Saturday's issue will appear a complete report. But there is one matter to which we are compelled to make special referente. 'Shortly after my return from Fabang to Singapore I was requested by my principals to give a call at Jelebu, if I could. As F wanted to get over to Hongkong in time for the Oceanie'r arrival I had to hurry, much to my regret, as I was really anxious to have a good look at Malaysia; believing, as most Americans do who know anything about. it, that there is a great fature before that country on account of its mineral wealth. My visit was much ficilitated, however, by the courtesy and attention of the United States Consul and the British officials, especially Mr. Travers. After my experience in Pahang Iwas agreeably surprised to find a good waggon-road to Jelebu, bordered by apparently, prosperous estates. So far as I saw, water and timber-The MAIDEN STAKIS, forced entry of $10 each; both necessary to efficient mining-were every- where plentiful. I got to the Settlement on the 15th November, and made the acquaintance of the Engineer of the Jelebu Mining Co., in the absence of Mr. W. Dunman, the manager. The latter returned next day, and at once shewed me over the concession. I found twenty-five mines being worked, there being about Goo coulies at them. They were some five miles distant from the Settlement, and were, all in likely locations. The ore was being got out at depths ranging from four to seven feet, and the supply seemed large enough to last well into next century. I took samples of most of the lodes, and got them assayed at Singapore, and I found that they averaged-well, the assay was good enough for my money. But I do not by any means approve of the system of mining fallowed. Under the present arrangements it is simply a commercial; not a mining, enterprise. The miners pick what appear to be the most likely spots, extract what one they can, and sell it to the Company for about 20 per cent. below the value-or perhaps the margin is a little larger. The whole thing is very primitive, and the only point in its favor is that the Company risks nothing except the small amounts advanced and gains a handsome royalty. Mr. Dunman who impressed me at being a much better business man than a mining manager assured me that up till now the losses had been nominal under this syster of shop: $15,000 a year at present. He also told me that keeping, and that the profits averaged about Mr. Allingham was prospecting new indes, and had reported favorably, but as I did not visit the places, and, moreover, am not a pro fessed tin-miner, I cannot say anything about that.
