As a final conclusion, the memorialist con- siders the advantages of the Peking-Hankow line to be incomparably greater them those of the Tientsin-Tungchow line, because in the former there are no local drawbacks.

The Viceroy Li Hung-chang abould ander- take to appoint these Directors and Managers who were originally recommended for the China Railway Company, in order that they may take the matter in hand and proceed in a systematic. manner. The Railway Company should be ordered to carry out the Shan-hai-kuan extension as was originally recommended in their memorial to the Thrane, because such an extension is imperatively necessary for the protection of our north-eastern frontiers. Supposing this line is utprofitable, and unable to earn even working expenses, temporary subsidies should be afforded by the Government, to evince its considerate altitude toward railway capitalists. .ut the latter should not under any pretext be permitted to aller their original plan by forsaking the Shan-hai-kuan extension and, solely with the view of private gain, seek to build the Tientsin- Tungchów line.

July 15th. The American missionaries at Wei-hsien are becoming secularised by too much, material prosperity. They have extensive' possessióna several from the east suburb, and are presenting

a bold front" to the man of two thousand years ago. They have three residences, one chapel and schools, and are now busy in putting up structures for another, house and a hospital. The whole country around knows of the 'yang low. Three families from Chi-nan Fu are here summering.

The English are successfully located in the small city of Chou-ping, having peacefully rented three houses, and with the people very friendly disposed,

In Chi-nan Fu all the missionaries are away except Mr. Reid, who has again been appointed to look after the official cases of his Mission. It is understood that it has been definitely decided that Mr. Richard is to be located in Chi-nan Fu. Dr. Mateer and his good wife are also on a visit to the capital, stopping at an old temple, busily employed in learning Chinese as she is spoke in the Paris of China. He is preparing a note worthy book of Chinese lessons for the use of new arrivals, and is soon expected to leave vid the Grand Canal for Shanghai on his return to America.

Père P.P. De Marchi, an Italian, has been set apart to the Provincial Bishopric in this province, including seven of the ten prefectures, to reside at Chi-nan Fo. He is one of the oldest of the Franciscans, a man of experience and devotion, and very genial in his manners. We wish him a peaceful and prosperous career among the drivers of the capital.

-The German-Bishop has been. once more to Peking. His various property difficulties remain unsettled. He is, however, a pushing man, and in no wise remains idle. In the western part of the prefecture of Yenchow Fu near the Grand Canal, are located the German headquarters, displaying great energy.

The Govenorofthe Province has been reported as absent on the Yellow River during the rising floods. It was runinured that a slight break hað occurred in the northern embankment some 25 from Chi-nan Fu, which overflowed a few villages; but it was quickly remedied. The water is, however, flowing out through the use- less inner embankment on the south side, east- of the city of Ch'itung.

The epidemic we previously mentioned has passed away, except in a few places along the Yellow River, where the people are still in a starving condition,

The sheep and camels' wool now coming from Mongolis for sale to exporters is, on the whole. improving in condition, as the admixture of sani is on much reduced scale when compared with the fraudulent weighting of two years since. But the two kinds of wools in the condition they come to our market still leave much to be desired. The length of the locks is very iregular; some are short, others long. There is too much broken staple, and no sart of classification is made of the | various qualities. Some of the wools are coarse, others better, and occasionally fine sheep fleeces are met with. The trade, therefore, is carried on at disadvantages, and as the European buyers TH have expense and trouble in sarting out the different kinds, all jumbled together here, lower prices are given that would be obtained if the trade was properly regulated, as in Australia, the Cape, South America, or even British India.

The Tientsin trade in straw-braid that once promised so well, and was becoming a very valuable and reguler article of export, is likely to die out owing to the disrepute into which it has fallen in Europe and the United States Some lew parcels come here, sound, honest, and fairly regular, but the great bulk of the stocks are varying from irregular to fraudulent rubbish. There is so much trouble in the home market with examination that the manufacturers refuse to buy any but special kinds, and the Japanese braid, which is very regular and trustworthy, is superseding the Chinese product. In the London warehouses there is a very large stock of mottled braid, worth nominally 1.17.6 per bale, bul there is no demand, and much of the stuff has been two years in warehouse. The Chines dealers have acted very blindly in this business and we cannot sympathise with them if a fine trade has gone to ruin.

As we have already stateil, the wheat crop of Northern China has prayed in be in many dis tricts .filure, owing to the drought in the spring and early summer. Eests were expressed for the suturan inillet and ether grain crops, but the timely rains have, fostered vegetalion, and antunduly prolonged there if the wet season

will be an average millet and maize harvest. The rains continue fitfully, and to the hollow parts of the country there is now a great deal of water.

Never within the recollection of the oldest resident has the Peiho been in such a deplorable condition. For the past month the deposit has. given great trouble to the steamers, but seemed to be confined to the Tientsin-Reach. Last week the Pocchi, the lightest draft steamer that comes to the port, with great toil and some risk reached the Bund, and only succeeded in passing down again after two days' struggle in the Tientsin Reach. The Poochi was drawing 7-ft. 6in, but the height of the water in the reach is only 7.ft. at high water, and the bed of the river is almost as hard as concrete. The depth of water for a distance of five miles from Tientsin is now said to be but 7ft. Gin. at high water, and this cannot but be viewed as most serious. The trade of the port is greatly impeded and injured thereby, and unless the river soon schurs, as in past years it has always done, the traffic on it may soon have to cease, The larger tugs cannot reach the Bund at all, and the Lighter Company have at points to fighter their own fighters. The only tugs that

can be used in the shallow part of the river are two powerful launches, and these together are only able to move slowly against the fast current with one lighter of light draft. The current runs past the settlement at 6 knots (so it is said), but as probably a freshet will come from Mongolia and the highlands ere long, it is to be hoped the shoals will be swept away.Chinese Times.

BANGKOK.

17th July, 1889. We are informed by an eye-witness that eight of the Chinese rioters were publicly flogged on Thursday last, and that the punishment was very severe, each man receiving 6o sirokes with the rattan. It is said that most of the others have been sentenced to terms of Imprisonment with, we presume, hard labour on the roads or ather public works, but it is rumoured that, influence of various kinds will be brought to bear upon the authorities to remit many of the sentences. It is difficult, however, to obtain precise information regarding the future treat- ment of the prisoners, as the Siamese officials are very reticent on the whole subject.

We much regret to hear of the sad death of Mr. A. W. Phillips, surveyor to the Gold Fields of Sian Company, which occurred some what suddenly from heart disease, complicated with fever, on Friday, the 19th instant, at Banta phan. Mr. Phillips, who was only 31 years of agc, came from Pately Bridge, near Leeds, England, and had only been in this country for some seven months. He is deeply regretted by all who knew him.

Mr. MacGregor, of the Gold Fields of Slam Company, arrived in Bangkok from Bangtapan on Tuesday evening by the steamer Medusa. We regret to hear that he is in a very weak state of health. He has been seriously ill for upwards of three weeks, during which period be has been unable to partake of solid food. It is needless to comment on the loss which the Gold Company will sustain by Mr. Mac- Gregor's withdrawal, for some time, from his duties, but we trust that he may be able soon to resume his work at Bangtapan. We heard

yesterday that Mr. MacGregor is a little better, and is taking some solid food, but he still Intends | leaving Bangkok for a time.

Mr. Waller, of the Railway Survey party, arrived from Singapore by the steamship Hecuba, Mr. Angier and one or two other engineers went up the river. yesterday by the Chow Phya resume the survey. Mr. Salles goes as far at Chiengmal.

We hear that Mr. Williams, who arrived some months ago to assume the post of aspector General of Customs, is reorganizing the Customs Department and introducing changes within the
