they, or other persons brought in, were liable to be so at any moment; and I question much whether the pleasure given to some of the patients would be sufficient to compensale for the injury, and even cruelty, that might be thereby inflicted on others; not to mention the inexpediency on grounds of decency that lively music, of a character to cheer convale scents. could be brought into clase proximity with per Bane in a dying condition.,

5-There was moreover another reason why the case of the London Hospitals offers no proper analogy. For they are all supported by private charity, and are to that extent private Institutions. Our hospital, on the other hand, is entirely supported from the public funds of the Colony so that all the taxpayern bave equal rights in it. It is wrong in principle therefore that invitations to any entertainment there should be otherwise than general, and should be confined, as in this case, to those whom the Nedical officer chooses to invite. Though Dr. Atkinson, doubtless, had solely in view the good of the patients, any efficer giving an entertain ment under such conditions, lays bimself open to the imputation of using a public institution for the purpose of returning private civilities; and in any case a taxpayer who would like to attend, and is afforded no chance of doing so, has just cause el complaint.

6Lastly, as to the question of discipline Involved. The Governor of a Crown Colony being directly, responsible to the public and to your Lordship for the conduct of the Colonial institutions, the use of one of these for a purpose, here entirely without precedent, is certainly not acase where bis permission should be dispensed with. To pass over such an oversight in silence, would very quickly have awkward consequences is other directions; and it is to be observed that the manner in which the intimation of this con. cen was conveyed, was such as to render it doubtful whether the officer administering the all util Government would have heard of it after it had taken place, but for the fact that the Governor returned to the colony a week before be was expected.

7-But had there been no other objection i should have contented myself with a mere repri- mand on the point of discipline; and, out of consideration for the patients, and those who had promised to assist, should on this occasion have permitted the concert to be held.

8. The objection, however, on the first ground above mentioned appeared insuperable, and I therefore forbade the concert altogether. I may. add that I have not since had any case to regret my action,

91 should mention, however, that Dr. Ayres, the Colonial Surgeon, to whom Dr. Atkinson is afficially subordinate, baving given to the latter permission to hold the concert referred to, took upon himself the whole respon- sibility. Indeed his letter of regret in reply to my censure, was of so generous a character in this respect, that

I feel, moreover, quite satisfied that he has had no part in making communications to the Press, and that the quotation which bas been published from the official letter addressed to hlm, was obtained from some other source,,.

You became a Member of the Legislative and Executive Council in 1877; from which time your influence has always been exerted for the public weal, and successive Governors have realized in the soundness of your counsel how effectually you have gauged and controlled all matters connected with the Public Works De. pariment,

You also acted as Colonial Secretary for some months in the year 1873, and have been Chair- man of the Sanitary Board from the year 1883 until the month of May last, in each capacity arting with firmness, discretion and exceptional fact, and never forgetting the true interests of the Colony,

Of the public works with which you have been connected your latest achievement-the Tytam Water works—will, always stand forth pre- eminently as a memorial of you; but in connec- tion with your name we would also mention, as some of the more prominent of your public floris, the Light-house of Cape D'Agullar, Cape Collinson, and Green Island, the Pokfulam Water works and Conduit, the splendid Prays Wall which forms the sea frontage of our City, the Causeway Bay, the Kennedy and Bowen Roads, and the Gardens, the Victoria College, the new Police Station at Kowloon, and. the Fxtension to the Civil Hospital. The English Cemetery at Happy Valley, on your arrival, "was. not the beautiful spot to which you have con- Yerted it by bestowing the few spare moments of your leisure hours.

It now only remains for us, in bidding you God-speed, to assure you that no one will wish you the best of health and every happiness in the future more sincerely than we do, and to ask you to accept, in your anal severance with the Colony, the Souvenir which we tender as a token of our appreciation of your worth, our kindly feelings towards you, and our regret at your departure.

THE MARIA CHRISTINA CIGAR FACTORY.

THE Melbourne Argus, referring to the Tobacco exhibits" in the Melbourne Exhibition, thus describes the exhibit of the above factory :-

...

In the minor courts proper there is a stand of Manila cigars, for which Mr. Matthew Mitchell, of Gordon-buildings, Flinders-lane, is the Melbourne agent, being the Maria Christina Factory, established in Santa Cruz in 1888, and following also closely upon the Government relinquishing the monopoly in cigars. Of the ag brands of cigars, ranging in value (wholesale, of course) · from $50 to $7 per thousand, the company divide their cigars into two classes, the one of a dozen brands being enclosed in a spiral wrapper, while in the other thirteen the wrapper is laid on straight. The first lot include all the more expensive cigars, seven of the dozen, which are all packed in boxes of 50 each, varying in price from $20 to $50 per thou- sand. The finest cigars sent by the company to Melbourne are the Alfonsinos, and after it in order come Primos de Estella, Brevas de Perez, Imperiales de Estrada, and Regalias de Jimeno. The Primos de Estella are the heaviest cigars made by the company, a thousand of them turn- ing the scale at zalb. Spanish weight. The ordinary trade cigars are very attractively dis played in this case, and, as far as appearances indicate meri, there would seem to be little room for choice, as much the same trouble ħas been taken with them as with the more expen eive brands. The variety of the patterns in the case is not leas'noticeable than the sameness in · colour and shape of cigars from the same box and bundle, showing that the labour is expert and the sorting cleverly done. In the 13 brands, varying in price from 9 to 16 dollars per thou sand, there is wide room for choice without any material alteration in prices. In buying whole- ∙sale, however, the cost varies very materially in proportion is the number of cigars in each box is increased.
