CLOSE OF HOSTILITIES IN BRITISH NORTH BORNEO,
The acting French Consul at Cantón, (who was formerly Interpr: ter atShanghai), after over your spent at Canton, received orders to ructed to occupy the newly appointed office of French Consul at Lung-chow, in the South- sést of Kungsi. The Consul, who is familiar with the Chinese wristen character, and of great fficial experience is much esteemed by the Viceroy Chang Chistone, and H.E. on hearing the newsicquested the French Envoy at Peking. in telegraph to the French Capital to have the transfer counterminded. This was agreed to by the French, Foreign Office, and we are glad that France will continue in be represented at the important port of Canton by an official on The correct state of matters is as here given.uch very friendly terms with the Chinese Pageran Shabander has signed a treaty before-fficials with whom he has to transact "inter Governor Hamilton, countersigned by Governor national business. Creagh, of British North Borneo' in which he agrees by way of reparation to surrender'all his territory for the sum of $1,800 per annum, together with $300 poll-tax money, 'agreed to be paid to him by Governor Treacher two years
The following news has come in 10-day (March 8th) by wire froni Manila, per H. M. S. Sapphire from Labuan, and is confirmed by letters also received to-day from Borneo direct :-
ago.
The above information is taken from the
letters of Governor Creagh and Mr. D. D. Daly,
Resident at the West Coast.
The curious nature of the relations existing between Sarawak and North Borneo are indicated by the invitation given by the Rajab of Sarawak to the Pangeran to take up his abode within his territory at Muars. This will in part account for the strange version of the conclusion of peace which came through Sarawak to Singapore the other day.
A friend writes to us:-The Royalist brought 41 Sikhs back from Labuan (Borneo) who were not any longer required, as the war is over. The Captain of the Royalist state Shabander gets $1.800 a year for his possessions, and be is going to live at Moara on the territory of the Raja of Sarawak, who is building a house for
for him there.
4
A friend from Kungtung Province has told us the following strange story, illustrating the verity of the lynch law which is enforced in
some of the rural district of China-
In the villages of the Hob-shan Hien, in the Chao-king Prefecture Kuangtung Province, the village law is very severe against thieves, and if ne is caught in the act, the people endeavour i extet fram him compensation for everything len before from any one during the entire year, 1 ven making him sell his field, sons and daughters without mercy if necessary; and if he is destitute of everything, eracting compensation from his near and distant relations. A gambler and an opium-smoker of the village of Wei- tung, being without a regular livelihood and at- his wits end to obtain the wherewithal for a ipe of opium lately conceived the unlucky pro ct of annexing a neighbour's fowl, which he heard clocking outside his door. He was caught" the watchman and dragged before the village Council, who tried the case in the Ancestral Temple, and rondemned him to pay for all that. had been stolen during the year: "He was
sale, and returned with the means of paying the fine, with a balance of $20 over. He has come a reformed character, and works for his living, but his wife died of grief soon after the sale of her daughter.",
The Rayalist brought Mr. J. Francia, Qobliged to take his eldest daughter to Canten for who went over from Hongkong to defend Mr. Brach, who was accused of manslaughter in the case of the murder of Mr. Tom. Mr. Brach.was tried and acquitted, which will be a great relief and satisfaction to the other Borneo planters, who must for their own safety keep up their prestige on the estate and have hardly any police protection.-Singapore Free Press.

In 1887 the Japanese Government formed the design of uniting Japan with the Liu-Kiu Islands by a submarine telegraph cable, but the deputy sent to report on the scheme reporting that the expense would be very large, it was allowed to drup for a time. Lit-Kiu being, however, of the utmost importance Japan from a military point of view, the Boards of War and, of Admiralty determined to assist the Board of Communications with funds, so that the cable might be lold as soon as possible, contributing two-fifths of the total sum required, which is $350,000, and leaving the other three-fifths to ba provided by the Board of Communications. In two years the work of laying the cable will be completed.
