LABOUR.

FORMOSA.

(FROM OUR CORRESPONDENT)

Tamrui, 6th December, 1888. There is very little news to communicate. Our dull season is aproaching, and it is expected that the tea export will close much earlier than great exodus of teamen for usual. Already Amoy has taken place, and the Douglas Co's steamers have lately taken over a great many to the mainland.

There is nothing fresh from "the seat of war," and were it not for the passing through and arriving of soldiers, nobody would be reminded that an outbreak had occurred.

On'the 2nd instant the Fef-then left for Tai

wanton and Pilam with troops. She will land at Taiwanfoo, one, hundred prefect soldiers, or so-called policemen, to guard the likin stations and other government buildings. She will afterwards leave for Pilam and land 500 soldiers, then return to this port.

Another element of difficulty lies in the coolie question. Chinese labour may easily be counted upon. In securing it from China or Singapore, the difficulties are hardly any greater that those met with in Deli. There is, however, greater risk of Singapore coolies absconding, especially at Labuan. The greatest bindrances lie in the way of finding suitable native coolies. It is well known what bad characters Singapore Javarese and Malays usually turn out to be. Owing to direct coolle immigration from Java being im- practicable under existing conditions the refuse of China and the Straits will long find a ready market for their labour in Borneo. The Karlyans, tribe from Brunci territory, and some Brunei Malays settled in Labuan, are preferable to them in every way. The latter seldom enter into contracts for more than 6 or 8 months in duration. They get 8 to 9 dollars per month, and work sometimes only eight hours a day,

O the 4th instant, the Fu-do arrived from. Years will have to pass away before the native population of North Borneo will feel any inclina-Chingkiang with goo soldiers; some of them will tion to labour on the estates, What has been go to Kelung, and the others remain here to

There are not even men in the land able to make thatch from the nipa palm, which abounds in the country, As may readily be imagined, the position of the pioneer planters has been greatly affected for the worse by these difficulties, and by the great distances to be traversed at sea, &c. COFFER.

The

The Pechili arrived from Kelung yesterday towing round two pontoons. She will leave.for Shanghai to day, and take in some guns for this port. She left the pontoons here for the landing of these guns. There are no more guns going to Kelung.

Our Acting Consul, Mr. Bourne, who is re- nowned for his travelling in the interior of China. is at present on a journey through the North of Formosa, visiting the east coast of Sao-o-Bay. The weather is delightfully clear and cool.

Heinsen will leave in a days rev the telegraph line between fwatutia and Taiwanfoo, about twenty miles of which was destroyed by the rebellious people around Chang,whu.-Shanghai Mercury,

We will now glance at the prospects of coffee cultivation. The hills suitable for cultivating are not high enough, and have too hot a climate to agree with Java coffee. Even, however, if coffee did grow luxuriantly, there are no men to gather in the crop. In the eastern districts, the country has hardly any inhabitants. people on the north coast are either too shy or no ho tile towards Europeans to be at all helpful in the next few years. The other planters can- not naturally spare their own coolies, not for aG, day even. The chances are that most of the coffee crop will remain unplacked. It is only an Maruda Bay that the co-operation of the people may in some degree be reckoned upon.

OTHER ARTICLES. Sugar and pepper have been experimented with, but no sensible planter will as yet begin with them

There as a mainstay. articles cannot at present be grown these Gambler, on a scale to pay expenses. hemp, and other produce articles have not come into prominerice, and have been subjects of experiment only. Success in planting there depends upon prudence and foresight.carried out with sound judgment and on intelligent principles.

THE PARNELL COMMISSION.

A SCENE IN COURT,

A pinful scene was witnessed during the sitting of the Parnell Inquiry Commission on November 16th -

Lady Mountmorres' was called as a witness and testified that a friendly feeling existed between her husband and the tenants on the Eborhall estates at Clonbar, County Galway, until the Land League began to hold meetings there. In July, 1888, her husband obtained

writ of ejectment against a tenant. In the following September, while witness was in Scotland,, her husband was shot. She went to Ireland to attend the funeral. The men refused Lady Mountmorres assistance in putting the coffin in the hearse. She left Eborhall in October, and while on her way to the steamer the people laughed at and hooted her, and a stone was thrown at her eight-year- old son. Her husband bad received threatening notices after the league meeting had been held Sir Charles Russell, counsel for the Parnellites, was proceeding to cross-examine her, when she fainted and would have fallen to the floor had not the court officer caught her. Sir Charles thereupon intimated that he would not proceed any further in the cross-examining,

The testimony taken after Lady Mountmorres' withdrawal indicated still further hatred of the peasantry to Lord Mountmorres. Sergeant O'Connor said he saw a man dancing around the blood stains which marked the scene of murder. A constable named Drummond deposed that the people refused to assist the police in the inquiry into the murder.

The Commission will next hear testimony concerning the disturbances in County Kerry.

Sir Charles Russell protested when the announcement was made. He said it was very difficult to follow the case if the prosecution moved from one county to another for evidence connecting outrages with the persons accused.

By payment of a small quarterly subscription any man of good health can secure a very large sum to his family in case of premature death, yet hundreds of families brought up in comfort- perhaps in luxury--are left in extreme poverty every year hom the bread winner having neglected to assure his life.
