We believe our con temporary to be quite correctly informed on this subject; and indeed he might have made the announcement in even more definite terms than he has done. The basis of the Scheme of 1887 was, as our readers will remember, the supply of money to China on advantagevus terms in exchange for important concessions, which which could be practically discussed. Now however, had not then assumed "a ̧`shape the negotiations have reached a much clearer stage, and the protocol now signed, er about to be signed, will form the basis of an inter national compact which will solve all the financial difficulties of China, and inaugurate an era of activity in great national' under takings. Whether China has paid too high a price for her financial relief is not of supreme importance. The country cannot be given. to foreigners more ruinously than its resources are now wasted, and its wealth drained by individual natives, and much may be forgiven to those, whether foreign or native, who are intrumental in breaking the ancient spell and introducing a truly enough, that, money not being specially new order of things. The Japan Mail says, cheap in America, there was no apparent reason for going to that country for financial assistance. The money market, or at least the bullion market, of the whole commercial world is practically one, and an operation can be as easily carried out in London, Paris, or Berlin, as in Barker's financial schema for China has its real New York or Philadelphia.
