We believe our con temporary to be quite correctly informed on this subject; and indeed he might have made the announcement in even more definite terms than he has done. The basis of the Scheme of 1887 was, as our readers will remember, the supply of money to China on advantagevus terms in exchange for important concessions, which which could be practically discussed. Now however, had not then assumed "a ̧`shape the negotiations have reached a much clearer stage, and the protocol now signed, er about to be signed, will form the basis of an inter national compact which will solve all the financial difficulties of China, and inaugurate an era of activity in great national' under takings. Whether China has paid too high a price for her financial relief is not of supreme importance. The country cannot be given. to foreigners more ruinously than its resources are now wasted, and its wealth drained by individual natives, and much may be forgiven to those, whether foreign or native, who are intrumental in breaking the ancient spell and introducing a truly enough, that, money not being specially new order of things. The Japan Mail says, cheap in America, there was no apparent reason for going to that country for financial assistance. The money market, or at least the bullion market, of the whole commercial world is practically one, and an operation can be as easily carried out in London, Paris, or Berlin, as in Barker's financial schema for China has its real New York or Philadelphia. And we believe Mr. base in London. The business has fallen to Americans because they had the intelligence to carry it through. It will be time enough to grasp the problem, and the motive power to comment on the detalls when they are inade public.

by the logic of figures. Although we unconditionallycondemn the Manilälottery, even admitting the chances of safe returns, we will reproduce the figures furnished by the Comercio. Says our contemporary: "We have the greatest pleasure - in submitting to the consideration of H.E. the Governor of the neighbouring colony the following true data:-In January of this year, the first prize with its approximations, the third and fourth prizes, fell to Hongkong, amounting in all to $57.000.

In February, the first prize and approximations, and the third prize, $37,000. In March, first prize, approximations, and second prize, $45.000, In April, first and fourth prizes, with approximations, $47,000. In May, second, third and fourth prizes, 831,000. Grand total of suma won at Hongkong in the past éleven months of this year, 8453,000 This is certainly a rosy picture, but our contemporary does not state the number of tickets that have been sold in the colony during that period. Assuming that two thirds of the monthly issue of 30,000 tickets are imported and disposed of here, and this is the figure hinted at by the Manita preas, we have 220,000 tickets sold in the eleven months, at an outlay of $1,320,000 Thus, even supposing that the sum of the in-coming prizes la a constant value... which assumption cannot for evident reasons be entertained, unless statistics. were brought forward for a long number of years and a table of probabilitles formed on them the amounts monthly expended here are about three times the value of the returns. Can this be called a safe, or a lucrative investment? Can the colony be said to gain by constantly Investing in eleven months $1,320,000 and receiving, by mere chance, #453.000, when it receives this sum of all? But really the Irresistible logie of figures has little to do with the question at issue. The Manila lottery is
