The scheme has been warmly approved by all the leading men, of the above named districts and resolutions have been adopted in Birmingham and Liverpool towards having all the details of construction and cost carefully gone into. Mr. Francis' request to me was that I should revise all the Sanitary Board By-Laws Now, seeing that I stood for a seat on the Board, no one can accuse me of wishing to shirk the work for the good of the Colony or for any private. motive, but not having been placed on the Board I can hardly be expected to do the work

and to revise these laws properly would mean many days of really hard work. It is curious that I should be applied to when the Board has the services of two such eminent Engineers as the Surveyor General and the Sanitary Engineer! I did not say anything about the Board show- ing themselves stupid," but simply that the more complicated the Building Ordinances and Sanitary Laws were made, the more work it naturally brought to me. This is so all over the world, and in no place more so than in London. If the laws were perfectly simple there would be no room for the legal profession, and our worthy should not object on that score.
