That involves the opening up of the whole question ; at first diplomatically, and then in a military sense. "Who will guarantee that it would be closed without a vast struggle? We can only hope, therefore, either that the threatened sporadic movements will prave to be insignificant, or that the Bulgarian Army will be equal to the task of coping with them. It will be observed that a leading organ of Russian opinion, in referring to the movement in this country for tic strengthening of our naval and military resources, affirms that it is a mere screen, designed to conceal a policy manifestly aggres sive. it would be interesting to learn in which direction or aggressive purposes are likely to be exhibited. If every Power had a policy as unaggressive as is the policy of England, the word War might disappear from the political vocabulary. Indeed, one of the reasons why the Emperor Frederick is so much honoured in England is the belief that his love of peace is not a mere profession but arises from deep-seated sentiment and conscientious conviction.

A new Club, called the Shanghai Recreation Club, has been started here, and already numbers over eighty members. At a meeting held on Saturday, June 9th, on the ground formerly held by the S. A, C, it was decided to include anung" the recreations, Lawn Tennis, Cricket, Base Ball, Football, Quails, and any other sport that the members desire to engage in provided the ground will permit of their being played. A Commituce consisting of the following gentlemen was elected :-Messrs. Brown, Hart Buck, D. W. Crawford, J. Henningsen, J. Pardon, E. 1.0, Rowland, H., Schlichting and J. West. The subscription is limited to Sto, and there are good prospects of the number of subscribers increasing very largely.

It will be remembered that when Mr. Alabaster gave up the post of British Consul-General here, on Mr. Hughes' return from leave, an address was presented to him, signed by nearly every British resident in Shanghai, accompanied by a testimonial, which, at Mr. Alabaster's request, took the form of present to Mrs. Alabaster. The memorial itself a silver ten-service, has now arrived from home and fans cached Adresses and Ms. Alabaster in Canton. memorials of this kind are sometimes merely formal, but in this case the expressions of regret at Mr. and Mrs. Alabaster's departure were thoroughly sincere and heartfult, for we rarely have a. Consul here who has won the confidence of the community so entirety as he did, and if, by any chance, Mr. and Mrs. Hughes should leave Shanghai again, the universal desire here would be to have Mr. and Mrs. Alabaster take their places once more. All Shanghai will be glad to hear that, as we are informed, Mrs. Alabaster is much pleased with the memorial, and we wish her and her husband many tens of years of health and opportunity to enjoy its use. suffering from a recurrence of those exhausting attacks which have recently prostrated him, the Emptior is for the moment decidedly better,. Whatever may be the final result, and however long or shurt the reprieve granted to so valuable a life, it is a clear gain to the warın admirers of the Emperor that his life should be yet further spared, Fid, in the opinion of those who are most competent to judge, it is a gain also to European peace. That not the Prussians only, but the entire sons of the Fatherland, would be prepared, at an instaqi's notice, to take up arms for the defcace of German soil or the vindication of Cerman honour, the whole of Europe know's thoroughly well. But the German nation is at one with its Emperor in regarding war with horror and aversion, and their community of sentiment cannot fail to exercise a powerful influence on the general march of affairs. Moreover, there are not wanting signs that this pacific disposition of the new Sovereign endears him in a special degree to his subjects; and the manifest popularity he ST. Simultaneously with this improvement in the. condition of the German Emperor, there is a temporary amelioration in some of the political symptoms that have led cautious observers to dread lest, before the Summer was reached, Europe might be exposed to some grave an- xieties, and be called on to decide weighty issues. The measure we look of the ability of the friends of General Boulanger to overthrow the French Constitution and so possess himself of power has so far been justified by events. The Republic is, to say the least, apparently in quite as safe and stable a condition as it has been for some years past; and the General trans formed into a Deputy has not hitherto answered to the sanguine expectations of his backers. He has been visiting his Constituents in the North of France, and has been received with the cordiality that Constituencies usually extend to their representatives, especially those who have contrived to get themselves much talked about. Four weeks ago, when the Russian Ambassador at Berlin approached the Chancellor with an informal request to this effect, the latter declined, and referred Count Shuvaloff to his speech of February 6th as to the extent to which Russia might reckon on German support. The rehabilitation of General Bogdano- vitch and the distinctions since conferred on certain Panstavists were interpreted as signs of Russia's displeasure at Prince Bismarck's decision. The Norddeutsche thereupon reminded Russia that in the speech in question the Chancellor had shirl, "the time for paying court to France or Russia is past. We shall run after nobody." To this reminder of the Berlin semi-oficial organ, the Official Messenger of St. Petersburg retorted by reminding Germany. of Russia's February programme, which, it said, remains unaltered,
