THE NEW BENCH OF JUSTICES OF THE PEACE.
*
In a supplement to the Government Gazette of the 1st inst, appears a list, published for gener. al information, of the gentlemen now, forming the Commission of the Peace in Hongkong Governor Bowen, has raised the number of Justices from 58 to 79, the new members in chueling five Chinese, and we think His Excel- lency is to be commended on the very sensible step he has taken in following so closely in the footsteps of his predecessor in office. The Bleach of Justices can now fairly claim to represent the various interests of the community, although we think the claims of the Chinese have not, in comparison with their numbers and
influence, received an adequate number of re- preschtatives. However, additions will, no doubt, -be made to the Chinese members, before long, and meanwhile it is satisfactory to know that so much has already been done to remove the absurd class prejudices which for so many years have embittered the political relations existing between the foreign and Chinese elements. Amongst the new members, we notice the names of many gentlemen who ought to have been placed on the Commission years ago, and there. are still a goodly number of omissions gentle men whose position and influence in the colony should not have been overlooked. We append a complete list of the Justices, the names of the new members being marked with an asterisk:

He states that on October 21st a large body of Bedouins, provided with scaling ladders and dressed in dark clothes, attacked the town. Information has reached Paris that at Poula Condore, an island belonging to French Cochin China, and which is used as a convict station, 150 Annamite convicts employed in erecting a lighthouse have mutinied. M. Dulong was murdered, and also a native warder, and M. Bridauk was seriously maltreated and left for dead. They had no protection except six natives, who laid down their arms. Sixty of the convicts seized arms and stores and went off in two boats; while the other ninety fled to the woods and hills-The-two-Frenchmen took refuge in a hut, and prepared to resist but the convicts set it on fire, and to avoid suffocation the two men rushed out with their revolvers. The ex-Chinese Minister to Japan evinced a great interest in the art of ship-building, and LOFTUS availed himself of all opportunities to: inspect the Dock yard at Yokosuka. He has been ap pointed Superintendent of the Government Dock at Foochow. In a letter to the Korean Govern- ment, he urged the importance of the industry, and advised the adoption of such a scheme as in in operation in Japan. It is presumed that he will spare no effort to encourage shipping in- terests in his own country.
The investigation of the late opium affray at Nagasaki continues in the presence of Chinese officers. It has hitherto been the latter's custom to take up anything after three or four months delay. On this occasion, however, they proceed with the utmort activity, and reply to any ques tion immediately it is formulated. They insist upon their rights. Messrs. Yoshida, Vice Minis ter, and Shioda, Assistant Vice Minister for Foreign Affairs, have been ordered to deal with the affair.Yapan Mail:
