Should China desire peace she must assent to whatever terms France may propose si regards Annain; but, if she wishes to assert her | sovereignty over Annam, she must do so at the risk of coming to blows with France. This is good enough; but we are unable to maintain neutrality without making -military-preparations...In other words, we must adopt an armed neutrality. The more we think of the strained relations in the intercourse be tween this nation and the Middle Kingdom and the geographical position of our land, "the more we feel apprehensive. Li Hung Chang is very much excited, and is under the impression that the foreign powers are bent upon aggression in concert. Our proceedings in Korea are re- garded as the outcome of a secret understanding between this country and America to annihilate China's alleged sovereignty over the Hermit Kingdoin. The relations China with Annam are precisely the same as those which exist betwech her and Korea, The position of the French in Annam bears a close resemblance to what used to be that of the Japanese in Kores, Should the Celestial Empire 6cât France, it would thea immediately set itself to wipe out the injuries hitherto inflicted upon it by foreign coun- tries. First of all, it would wage war against Japan, On the other hand if France should com pel China to come terms, Russia, Germany and England would not allow France alone to resp the benefit. They would endeavor to deprive China of her tributary States, and Korea might be reduced to the same condition as Foland. This would affect the position of Japan to a con- siderable extent. As, however, a French victory would not be productive of immediate danger, we need not feel much apprehension. France is bent on the nequisition | of new colonies, though as the Paris Liber towns, Frerich colonisation is a failure, and Ainam is to be one of the victims. China, in the treaty she made with M. Bourbe, agreed to a French protectorate over Abnami, with, the impor- cant provisó that a neutral zone should be left between the Chinese border, and the new French boundary. This we consider a stipulation of vital importance to China, for the peace of China would be in constant jeopardy, if she had French military posts on her very frontier... The claim for indemnity we cannot regard as serious, and are forced to believe that negotiations are broken off, and a war between France and China, with all the loss and misery it will entail, made probable, because the present Freach for- eign minister, will not agree to this stipulation. We are under no illusions here as to the material power of China, but we think their position is the morally strong one, and we can but hope that the rumoured, interference of the other European powers as arbitrator will become a fact, and that the present difficulty will be settled without re. course to a war which would bring positive loss to every one of us, and would greatly defer the progress of China.-Courier.

PORARIES.
Almost every night during the menth of June, the Mercury was circulated through the Local Post Office at 7,30 p.m.; but now they purposely delay publication until they can beg, borrow or steal a copy of the Courler. "As to the mode in which this mean trick is performed we may give a few facts :-On a former occasion, when Keu ter's telegrams were appearing in the Courier, and were being regularly stolen and published in the Mercury of the same evening, Mr. J. D. Clárkƒ businessinanager of the Mercury, intercepted one of the Local Post Office coolies while delivering the Courier in the Masonic Club, took the copy of the Courier which was addressed to the British Consul from the coolic, abstracted the paper from the wrapper, and copied the telegram in the Club; and the Mercury was published a few minutes afterwards containing the news thus ob- tained. It is a felony in England to take letters or papers from a letter-carrier; we don't know what it would be called here. This was dooc soine months ago, and may be done again." On other occasions papers have been taken from coolies leaving the Courier office. Truly, honesty if the best policy.

We are quite willing to sign an undertaking not to publish their special telegrams, when they do come, if they will act honourably and refrain from publishing ours. We emphatically deny that the contract with Reuler's agent was made under any compulsion with reference to the pre- vious management of the Courier. The con- tract is a new one, entered into solely for the purpose of giving the public a regular telegraphic

It appears that the Courier, having lately passed under new management, has thrown off the lethargy which has for so long been its distin-service guishing characteristic, and gone in wholesale for energy and enterprise.
