The bad weather has returned with a new atmospheric depression, that is to say, with new typhoon which ascends by the interior of China as already several others have done these last two and a half months. The first symptoms of its approach were registered here on the 28thand 29th May; barometer too high for the period (the a8th :29.906 in. instead of 29.779 (10 years); the 29th: 20945 in, instead of 29.796) with winds from the S. and S., strong enough and cool (mean temperature, the 28th: 64.7deg, instead of 70.8deg. (10 years); the agth: 67.5deg, instead of 69.9deg.); the air, under this excess of pressure, then descended from the elevated regions of the atmosphere and made us sensible of something of their low temperature.

The proposal by Sir George Bowen to increase the number of un-official members of the Hong- kong Legislative Council to six has, I think, been greatly over estimated and will not be so near an advance towards the representative system of government as some of you aP pear to imagine. From a Directory which I have before me your Council now consists of five official and four unofficial members. I say "four" because although Mr. Keswick's name appears on the list, he is really no more a men- ber than I am, his place being filled by Mr. Johnson. Of the remaining four two are or were really official members, the Hon. Ng Achoy and the Hon. J. M. Price as they both held Civil Service Appointments [Mr. Ng Choy when in the Council held no office under the Government Ed. H. K. Telegraph] and would be pretty sure to vote on the side of the Government in any division. Whether they would come under the Duke of Buckingham's high handed circular despatch which compels official menibers to suspension and perhaps ultimate dismissal, is not quite certain: but whether they do or not the government can always depend on a ma jority and is therefore able at any time to force the most abnoxious measures on the public of
