meeting of the Legislative Council was held in the Government Offices yesterday afternoon, when there were present His Excellency the Administrator (Mr. W. H. Marsh) Sir George Phillippo, (Chief Justice) Dr. F. Stewart, (Acting Colonial Secretary) Mr. E. L. O'Malley (Attorney General) Mr. J. M. Price, (Surveyor General) and Messrs. P. Ryrie, and F. Bulkeley Johnson, unofficial members.
The minutes of the previous meeting were read by the Clerk of the Council and duly confirmed.
FINANCE,
The minutes of a meeting of the Finance Committee were then read and on the motion of Dr. Stewart, the following votes for various establishments of the public service were sanctioned

It is proposed by the Ordinance that a medical board shall be established consist- ing of a certain number of medical officers who will be the judges of the sufficiency of diplomas and licenses coming under the third head I have mentioned, and from their decision there will be I ought an appeal to the Governor in Council perhaps to state that this matter has been for several months, nearly a whole year, under the consideration of the Government, and that it has been among other things referred to the Medical Council at home.

AMOY, January 29th, Yesterday evening a Japanese living in Ku langsoo, named Yiosky went to the house. occupied by his wife, and called her out in the street, and when she came he shot her through. her left eye. On hearing the shooting another Japanese woman who was staying in the house $72.00 rushed out to try to seize him when he shot her through the arm. Sinosky, alias Kobe, the Japanese boarding-house keeper, came running out of his house when the murderer also shot him through the left breast. Sinosky, how. $120.00

Yiosky the Japanese who murdered his wife by shooting her in the eye, and also shooting two others, has finished his career by hanging him- self in the British Consulate jail.
Onour reporter interviewing Mr. Lewis, the con- stable, he said that the prisoner appeared des pondent last night before retiring,"leading to the suspicion that he would make away with himself, at the first opportunity At 930 572.00p.m. the prisoner was asleep
everything quiet. At past five this morning he was 165.00 beard moving about his cell and appeared quite well. When Mr. Lewis went to open the $1,337.00 | door at past six, he was horrified to find that the prisoner was hanging by the door. Mr. Lewis promptly cut him down and tried to resus. citate him, sending for Dr. Ringer in the mean- time. When the Doctor came he pronounced life to be extinct. The prisoner had torn his bed up into strips and made a rope, his knees were nearly touching the ground, and death was by sheer strangulation.--Gazette.
"BILL TO AMEND THE LAW FOR DISTRESSES FOR The Council went into committee on the bill to consolidate and amend the law on Distresses for Rent. A desultory, discussion ensued with 17,4o the schedule of fees, exception being taken to the charge of $1 on every $20 or part of 20. In the course of this general conversa tion Sir George Phillippo remarked that the scale was the same as that now in force at Sin- gapore, and thought that if it had been found necessary to reduce it in that settlement it would have been reduced long ago. He would suggest as this was an experiment, that the schedule should be passed as presented, on the under- standing that the Registrar of the Supreme Court should by and bye report upon its work- ing, so that the fees could then be reduced if possible.
Mr. James Russell thought it would be a good thing to insert a clause giving the Governor the power to alter the scale; but after some further decussion it was decided to leave the schedule in its present forma, ai should any alteration be afterwards found desirable, it could be made without difficulty by passing another bill. After making one or two minor alterations which need not be detailed the Committee reported on the Bill
Mr. O'Malley then moved that the Bill be passed and in doing so said that as he was the officer of the Government responsible for these measures, he thought he ought to acknowledge the great obligations be was under to the Chief Justice for the interest his lordship had taken. in preparing the Bill.
Bill was then formally passed. THE MAHOMEDAN CEMETERY ORDINANCE. This Bill, brought forward to replace that with- drawn at a previous meeting, was on the motion of the Attorney-General and the Colonial Treas-
urer read a first time.
THE COMPANIES ORDINANCE AMENDMENT ORDINANCE.'
Mr. O'Malley-I have to ask leave to 'intro- duce a Bill to amend the Companies Ordinance of 1877. That Ordinance is framed upon the lines of the Imperial Act 30 and 31 Vic, chap. 131, and It follows the provisions of that act word for word from beginning to end with the exception of one short paragraph in section 20 in the local Or- dinance, which contains a proviso, that "the amount in which each, share is so reduced shall in no case be less than one-fourth part of the amount of the original share. That proviso is not contained in the English Act and it has been represented that it works injuriously. and interferes with the operations of one com pany at all events in the colony at this time. 1 believe the alteration which that company desires to effect is one that has been effected by several other companies already.:: I move that the Bill be read a first time:
