THE HONGKONG TELEGRAPH, TUESDAY, DECEMBER 5, 1882.

NEWS BY THE FRENCH MAIL:

The Messageries Maritimes Co.'ssteamer Ava, from Marseilles, with the London mails of October 27th, arrived in harbour yesterday afternoon. We take the following items from the Lordoy and China Express of that date :—

The Chinese Government, we understand, has

spplied for 500,000 feet of space at the forthcom- ing International Fisheries Exhibition.

The negotiations between Russia and China for the settlement of the Kuldja frontier line are reported to progress but slowly.

The Audacious, which left Plymouth on the 5th inst. for the China Stalion, in the Suez Canal, to relieve the fron Duke as lagshipon the China Station, sailed from Malta on the 23rd inst. A telegram from Lisbon, Oct. 25, states that the German barque Bertha, from Hongkong for Hamburg, had to put into St. Michaels on Oct. 7, with ruckler head spring, but has since re paired and proceeded.

Commander, Edward Alverne Bolitho, R.N., who is selected to replace Communiler Fulton in charge of the Dragon, on the East Indies Station, has been in the Navy since 1857. He com manded the Stinger, ganboat, on the China Station from 1873 to 1877.

Captain Pollard was awarded the Royal Humane Society's silver medal for jumping into the Canton River, off Tiger Island, on the 25th November, 1857, and supporting J. The Mosquito, 4. gunboat, Licut, the Hon. F. Sandilands, now at Devonport, was originally commissioned at Devonport in 1872, and recom- missioned, for the third time, in June, 1879, at Hongkong. After spending some time on the Hongkong and Amay divisions, she wintered at Tientsin, frozen up in the Peihe River. She then spent a short time at Nagasaki, and the summer at Hankow, 600 miles up the Yangtse. She was to have passed the winter of 1881 at Newchwang, but before she could get into the mud dock made for her the ice drove her out. One thickness of planking at the bows was eaten through, as was the copper at the waterline right aft. She went to Hongkong for repairs, and al- terwards visited South Formosa and the coast ports as far as Shanghai, joined the cruising squadron at the latter place, and went with it to Chefoo, Great Wall, Japan, &c. Aler refiting at Hongkong she went to the Singapore division, visiting the Malay Peninsula and British North Borneo. The Mosquito left Singapore for home vid Sunda Straits, Seychelles, and Aden, on May 18, and, arrived at Suez on July 6, after a very quick and pleasant passage. Those on board were congratulating one another on the near prospect of again seeing their friends but these anticipations were doomed to disap pointment, as on arrival at Suez she had orders remain there under the orders of Sir licnuchamp ranean station. Seymour, the commander-in-chief of the Mediter She was engaged for eleven weeks in Egyptian waters, having been there throughout the whole of the war. Very effective service was rendered by her crew. batteries in the Straits of Simonoseki, 1864.

At Sebastopol has just been commenced the construction of a new Government Dock in place of the one destroyed during the siege. From that time Sebastopol has had no regular dock, though it became possessed of a floating one a few years since. The dock will be three years in course of construction, and it is to cost some- thing like 30,000,000 roubles. Its constructor

is a Colonel Tcheckaloff, and the contractor M.

On the 18th inst, one of the large 28-centime tre Krupp guns was subjected to a trial in one of the fortifications at Wilhelmslafen. The am- munition used consisted of 58 kilos. of prism powder, the heaviest used for that gun. But the weapon proved incapable of beating so formida ble à charge, and it burst at the second shot with such violence that pieces of 1,000 kilos. weight, were thrown to a distance of 100 yards. Fortunately nobody was hurt, as the men had, been ordered into a sheltered position.

His time did not expire until next day, and in anticipation of his release a demonstration had been arranged by the Social Democratic party in London, but this was frustrated by the autheries, who in- formed the prisoner that he was free to leave the jail, which he accordingly did,

THE AUCTIONEER. Hongkong, 5th December, 1882,

A singular case of alleged miappropriation of official documents has been made the subject of legal proceedlage in Faris. The Comte d'Herri- son, Aide-de-Camp to General Palikao, in the China campaign, has written a book, which was about to be published, when a provisional in- function prohibiting the issue of the volume was at sult of General Billot, the War Minister. The author alleges that he was nu thorised by General Farre when Minister to avail himself of documents in the War-office relating to the campaign. General Billot, admitting this, T says he was permitted to read-but not to copy them. The French Government urges the plea that the papers copled without authorisation re- present England in a disagreeable light, which is against public policy. The matter will come before the Court in a few days, the Government having moved for an injunction to restrain the publication altogether.
