On my arrival at Sandakan I was greatly surprised to see the vast amount of traffic carried on between the natives and the Chinese, Mr. Fryer, the Resident, very kindly took me in hand, and showed me round the stores, where I saw a considerable quantity of produce, consisting of pearl-shell, beche de mer india-rubber, birds' news, and many other articles far too numerous to mention. We next took a turn through the Settlement, and had a look at the public offices, which stand on the face of a smail bill. They are, of course, modest looking buillings compared with the palatial

The instinct of empire, says the London Daily News, seems to be reviving among the French, who during the last few years have, en encr- getically extending the area of their moviy in the East until they now include pinces so wide THE Steamship apart as Cochin-China, Madagascar, and the Isles of the Pacific within the sphere of their activity. In the Indo-Chinese peninsula France has long possessed diplomatic rights which needed only to be enforced to establish her power on the very threshold of the once-famous Empire of Annam. A trenty nearly one hundred years ago conferred upon her the sovereignty of the It mattered little to the legality of her rigins that more than three generations passed away before the least attempt was made towards occupying these possessions. The expedition to Peking in 1861 was for France an empty triumph, as far as her relations with the Chinese were concerned; but it served the purpose of directing her attention to the rights, she had previously secured in Chinese waters. Among these the cession made by the ruler of Annam in 1787 manked as not the least important, but the Court of Pud regarded with consternation the possibility of a European settlement being estab lished so close to its doors as the Tourane peain- sula. The murder of a French subject, M. Diaz, precipitated the crisis, and to an avenging fleet, under the command of Admiral Rigault de Cenouilly, the ruler of Cochin China made the most ample reparation. France waived her rights over Tourane and received, instead, possession of the districts at the mouth of the great Mekhong or Cambodia River. Of these Saigon, on the Donnai stream, became the

From this advantageous position the French proceeded to explere, both for purposes of trade and for the extension of their knowledge, the surrounding region, and the

This gentleman made his way, not- withstanding the numerous difficulties thrown in his path and the half-hearted support of his own Government, through the territory of Tonquin into Yunnan at the time of the great Panthay rising in that province against Chinese authority, I was during this journey that he ascertained the navigability of the Songcoi, or Red River, to a point as far up its course as the immediate neigh- bourhood of the Chinese frontier. His return journey was marked by, the hostile attitude as- sumed towards him by the Hanoi authorities, who, not content with acizing his vessels, openly expelled him from their country and forbade his return to Tonquin. The French authorities seemed indisposed to take up his case, and the wrongs of M. Dupuis might have remained un redressed but for a fresh outrage of a still mare. flagrant description on the person of a French officer. So far as I could judge from a neces- sarily imperfect and superficial examination, the soil appeared very rich and fertile. Mr. Pryer was good enough to invite me out to his plantation, which lies a few miles from the town; but not having sufficient time to spare for this journey, I was reluctantly obliged to decline the invitation. I was sorry to miss seeing this place, as it would have given me a capital idea of what the land is able to produce, Mr. Pryer hav- several acres under cultivation. "The steamers Lennox and Japan, with the next Indian mail, left Calcutta on the 16th ultimo, and may be expected here on or about the 1st instant.

Although Kudathasonly been in existence some nine months, there are about 40 Chinese shops in the place, and plenty evidences of busy life, Ten- ders for the construction of the new government offices are under consideration; and a commo- dious building for a hotel is in course of construc tion. A temporary, hotel is already in full swing. There are several capital gardens in Kudat, the Chinese, showing their usual aptitude in agricul- tural pursuits. Provisions and the other neces saries of life are reasonable enough. Fowls in the town are 30 cents aplece, but on the rivers you can get them at about from five to seven for a dollar. Several rivers run into Marudu Bay, the banks of which are very rich in jungle produce.
