The fault lies with those higher in authority than him for this disgraceful state of affairs affecting the English. French, German and American grievances are scnled without the slightest trouble: their demand is made and attended too--whereas the English demand is repeatedly made for redress and treated with contempt, and the writer is one of the victims.
