as may appear to be dictated by the existence of well known dangers, and will not wantonly place themselves in a position which obliges then to call upon the State for protection. The Chancellor of the Empire hins therefore decided that in future before any steps are taken in the interests of persons who have suffered from piratical at- tacks in Chinese waters, an inquiry shall be instituted as to the adequacy and completeness of the armament and strength and vigilance of the vessel attacked.
