In the United States wespent in 1879 $40,474,000 on the army-by far too much-and 78,000,000 for education. The same year Russia spent $130,500,000 on her army, and the contemptible amount of $11,600,000 on her educational system. This statement explains the difference between the most enlightened republic of the earth and the most despotic empire. It is the difference between light and darkness, life and death, steani power and ox power, the gang plow and the forked-stick plow, the cotton mill and the old spinning wheel, a nation born to freedom and a nation just emerged from centuries of slavery,- Alli
CAN RUSSIA GO TO WAR?
Brave words are easily spoken, but neverthe less a nation of a hundred inillions is a political factor that must be counted with in any re settlement of Egyptian affairs. The Vienna correspondent of the Daily Telegraph inquires, "Whe, then, does M. de Giers hope to intimidate by the thunders of Russian diplomacy ? Tothie 'it may be said that just now no one does care very much about Russia or her threats, least of all the nation whose splendid fleet could instantaneously blockade every port she own All the same, it is senseless to play the braggart on the rash assumption that Russia is rotten to the core, and is neither in a position to take the field alone against any first-rate Power, nor can count upon a single ally save Arabi Pasha. Nihillam and internal intrigue, it is
true may be gradually undermining the throne of the Romanols, but history affords us many lessons not to rely too surely on the theory that because a nation is divided against itself it is impotent to take the field against a foreign Power. At the first cry of war it is wonderful how grievances are hushed, nor are they heard again till peace is declared. Nor should poli ticians forget that a foreign war is very frequent- ly tried by weak Governments, as a remedy for social inquietude. Hence, at the présent crisis, Russian diplomacy should be more than ever watched.
Nor are the other two arguments much better founded. Russia, is perfectly able to take the field against-Austria, or any other. Power, includ- ing even Germany, although in the latter case
formed the &c., &c., of my plate. The other articles in the "bill of" fare" I was quite satis- fied with seeing others eat; and I have avoided shrimp curry since I last dined at the same es- tablishment. Pudding, Suet" or "Sweet," 1 could not make out which from the menu, but either will do for it was very much of both, and with a delicious jelly 1 finished my dol- ar's worth, Now, sir, I simply write to you' to show you was there myself, and that I oc- casionally do inix in good society, but I think I could probably get quite as good a dinner in Lon- don for a shilling or eighteenpence, and very much better cooked.
