Moreover, it is stated that the Chinese Government are to Blame entirely in letting matters, come to the present pass; and that if they had acted straight forwardly and firmly instead of adopting a tricky vacillating policy, the French would never had cause to deal as they have, with respect to a tributary to the Celestial Empire. The Chinese Government are reported to be alarmed at the state of affairs in the south, especially as they see that temporising is out of the question, and that arms not words are the only instruments to be employed in this case,

To-day's Advertisements.

The Fleurs Castle left this afternoon at four o'clock. The Feronia departs on the roth. The Hankow is advertised to load at £2.12.6 less five per cent. off, for London, and 1.0.0 more for Odessa. There is a row up the river between here and Ichang. Some Wachang and Hanyang men quarrelled because one party wanted a share in the business which was monopolized by the. others; so they came to blows, and a number of people have been killed-report says several hun- dreds. There is another noise at a place not so far. There the people have quarelled over a water course, though I believe no one has been Killed so far. Placards have been posted near Ichang to the effect that a missionary has made a meal or a series of meals off a couple of tender Chinese babies The Chinaman, who was put Captain-kurar, will be despatcited for the into durance vile, of whom I wrote some time above Ports, TO-DAY, the 20th instant, at FIVE since, has been liberated. LETTER BOXES.

Many boxes of letters are received at the Fost Office not sealed, that is to say, the box is fastened with scaling wax, but there is no impression of a sent.

The attention of boxholders is called to the necessity of carefully sealing such boxes with. some recognisable seal, and of sending a chit- book or receipt with them. The omission of the the contents of the box ever reached the Post latter precaution leaves a doubt as to whether Office: the omission of the former, as to whether part of them might not have been abstracted for the sake of the Postage Stamps.

When it is desired to forward letters to the United States by a sailing ship which is not noti fied as carrying a mail, it is only necessary to post the letters in the ordinary way, marked with the name of the ship, and prepaid: 10 cents per half ounce as usual. The Post Office then undertakes the duty of obtaining notice, of depar ture and despatching the correspondence. It is requested that the leiters be posted if possible at least one day before the date fixed for sailing.

TEA MUSTERS.

Persons who send Musters of Tea through the Post in Tine are requested to have them made flat or square instead of round, as it is impossible to pack round tins securely in the mall bags. It is believed that the tea will travel more safely in -flat tins, which are not-so-liable as wound unesta as a good size. The tins should not have sharp be bulged in. 4 by 3 by 13 inches is suggested
