LONDON, April joth. The political world for the past week has been in a feiment with new developments and hew departures in the Irish matter. Mr. Gladstone's speech on Wednesday, coupled with the extra- klinary interchange of civilities between him and the Land Leaguers gave the first warning of a coming change. Mr. Giladstone, instead of meeting, as heretofore, the proposal of a modi- fication of the Land Act with a non-passiveness, greeted Mr. Redmond's speech on his bill almost Cordially, shrewdly emphasizing the change of one of the Parnete party, and ignoring the fact that this change was due to the preliminary com- munications from the Ministerial agents. The exact method of dealing with the arrears of rent question will be indicated on Tuesday, hut it is believed that it will be proposed to cancel the tenants's obligations incurred prior to 1880, com- pensating the landiurds to a certain extent. The purchase clauses are not included in the present scheme, the Government preferting to wait and wee what contes of Mr. Suth's motion. Apartial reconstruction of the Cabinet is expected to occur, one new Minister coming in, either the Earl of Derby or Lord Rosebery, with an extensive re- distribution of departments. London is to-day filled with rumors of every sort, but the gravest fact of the whole situation, namely, the large departure from the present policy of governing Ireland, seems undoubted. This departure is all in the direction of more concession and concilia- tion, which the Irish are sure to interpretas a sign of weakness.
