M. Isaac Percire left a legacy of fr. 100,000 in be divided as prizes, for essays on the four classes of social subjects, the extinction of pauperism, the organization of public instruction, of monetary credits, and public taxation. No less than too essays were sent in, and from all parts of the world, advocating distinct theories for the extinction of pauperism. The other classes drew forth between 40 and so papers. The winners are free to publish their essays, but on the express condition that they set forth, the jury is in no manner a party to the views advocated. Many of the contributions display not only genuine merit, but original and practical views.
The French are quietly, but steadily, pushing their way to opening up the upper Niger, that they ultimately intend uniting to Saint Louis in the Senegal by means of a railway, for which the funds are forthcoming. The most advanced post
