THERE can be no doubt, saysa New York journal, that the Gladstone Ministry are sorely perplexed by the condition of Ireland. While the Coercion Act has not altogether failed, it has not accom- plished all the results expected of it, and addi- tional measures of repression will speedily be come necessary, Agrarian outrages are again increasing, and some of the recent crimes exceed in diabolical atrocity any previously reported. Mr. Gladstone appears to be fully sensible of the gravity of the situation, but it will tax all his wisdom and fertility of resources to devise mea- sures competent to the cure of the existing dis orders. Some of his followers seem to think that Mr. Forster's administration of the Protection Act has not been sufficiently vigorous, and urge. his rentaval, but it is not likely that anything would be gained by such a courNE",

SAYS the Overhui Mail :-That the Americans are far ahead of us in all inventive arts, including that of cheating, is no new fact; but this year they have especially distinguished themselves. Many thousands of bales of cotton. have been received at Liverpool which, when taken to pieces, have been found to contain a proportion of two-thirds sandt to one-third cotton. The American Consul professed the greatest grief, and was quite certain that his guileless country- men had sinned entirely by the carelessness of their packers. Liverpool consignees have, how- ever, become wary, and decline to pay: until the goods have been thoroughly examined. But in the last phase of Transatlantic ingenuity the de- fraudes, have, like rats, preyed upon their own people; since, according to intelligence received

from New York, a vessel called the Richard Robinson recently arrived at that port laden with 7,500 bales of silk and hemp on which bankers had made large advances, since the shippers were an American firm named Vogel, of Hongkong, and the vessel had been chartered by their partner in New York. When, however, the 7.500 bales came to be examined, only one-third agreed with the invoice, the rest was worthless matting. Consequently the banker lost about 100,000/. As it iminediately transpired that these accomplished swindlers had victimised many other persons, orders were despatched to arrest Mr. Vogel, of Hongkong; but, alas, too late, for the bird had already flown. Perhaps the bitter lesson taught by this case will tend to convince smart Yankees that it is not always a reputable thing to "do" a Britisher;

and the American cotton market will, no doubt,

suffer severely from the malpractices of the sharpers, for Indian cation is just as cheap, quite as good, and buyers here are in no danger of being cheated.
