Referring to the New South Wales Anti-Chinese Bill, the Queenslander says:Sir Henry Parkes has been tardy in introducing the Anti-Chinese Bill, but the measure that he has brought before the New South Wales Legislature far exceeds in apparent stringency our law, or the bills intro- duced into other colonial Legislatures. Our Act limits the number of Chinese passengers to one for every ten tons measurement of the vessel bringing them, and imposes a fine of £10 for every one in excess of that number. The New South Wales bill makes it ong for every 100 tons, and imposes a fine of £100 for evasion. The New South Wales bill also imposes a qua. rantine detention of twenty-one days on all vessels coming from Chinese ports, without exception. If it becomes law a vessel of 1,000 tons burden arriving in Sydney from China will only be allowed to carry ton Chinese passengers, and will be compelled to romain in quarantine for three weeks. This is virtual prohibition. If such a law could be enforced no ship would carry any Chinese passengers to Syd- ney. But an exception is made which will nullify the whole bill, for its pro- visions are not to apply to British sub- jocts. We would engage that if suff. cient inducement offered a few smart Chinese shipping firms would sail whole fleets of steamers through such an Act, and populate New South Wales with Mongolians, who would all be British subjects. A benel of magis. trates empowered, as in our Act, to decide upon their own view and judgment" as to whether a man is a Chinese, would not be casily deceived. Naturo has stamped the real nationality of these people in unmistakeable cha- ractors on their countenances. But when it comes to a question of deciding on their legal nationality, a matter which can only be tested by documen- tary or oral evidence, we are inclined to match Chinese astuteness and Chi- nese unscrupulousness against all the machinery that Sir Henry Parkos may devise for the guidance of the Now South Wales magistracy.

You strangle him without waiting for dis- cussion, whereby we mean to say that, the candidates and all their supporters are struck at in their ancestors, thoir families, their honour, in every most sensitive point, to the very heart, or wherever the blow is most mortal.”

With the exception of the Dock Company's stock, and a few transac tions in Banks, business on the Stook Exchange has been of a nominal cha ractor. Our remarks yostorday on the position occupied by the shares of the Hotel Company apparently were the means of causing some enquiries to bo instituted, and offers were made by holders to do business at 102 which however elicited no response. One or two small lots of Binks were sold at
103 cash, but both buyers and sellers seemed disinclined to do business to any extent.

ness was done in Docks, some hundreds of shares changing hands at 49 for the end of the month. There were also a large number of transactions at 51 for
the end of December. The stock re mains much firmer than its bean for
some time past, and will probably lead to business at advanced rates in the course of the next few days. Nothing has been done in Sugars, and Steamboats are still vainly offered at $25 per share without finding buyers. premium There have been several enquiries after the 1881 Silver Loan, but nothing has resulted for the last few days. With regard to Exchange, quotations re- main unalterad, excepting telegraphic ratos which are one-eighth weaker this morning than they were yesterday,

We take the following paragraph from a recent issue of the Straits Times-- From statistics recently published it appears that the prosent strength of the German army on a peace footing is 427,274 mon; on a war footing ex- clusive of the 4th and 5th field batta-

The cost of the Gorman army on a peaca footing is £16,500,000 a year. The peace establishment of the French army is 442,014 mon, costing £21,600,000 a year; the war establish- ment, exclusive of the roserves, is 1,295,000 men. In Russia the peace and the army badget £27,900,000; the strength of the army is 711,000 men,
war establishment, exclusive of the Cau. casian and Asiatic armies, is 1,376,800. men. The ponco strength of the Aus trian army is 268,691 men, costing £10,500,000 a year, and in time of war 800,000 men can be brought into the field. The Italian army budget amounts to £8,500,000.
