he expressed his desire to assist with his advice when he could,
at the same time he

the enclosed letter that an
arrangement might be made

give legal advice to Consuls the terms which have been in force here
since 1860 in reference to his advising the Military Authorities.
As such a
arrangement would apparently put all parties

at their ease and would conduce
to the good of Her Majesty's Service, I would respectfully suggest that Your Lordship might take the
matter into consideration._
