remuneration by Treaty would not bind Great Britain for ever. In any case clearance from this Colony for Macao can at present be obtained by any vessel on that subject, owing to representations from Sir Rutherford Alcock, were imperative and still continue in force. I conclude by admitting disappointment at finding no fresh provision in the Convention as to rendition of fugitive Criminals by China to this Government. I had understood it to have been the intention of Her Majesty's Government to seek some modification of Section 21 of the Treaty of Tientsin, which compels rendition by Chinese Government of fugitive Criminals from China but confers no reciprocal privilege. Nevertheless, I trust this very important subject will not even yet be lost sight of, and owing to events here I shall probably have again to bring the subject before Your Lordship.
I have the honor to be,
My Lord,
Your Lordship's most obedient humble servant,
Richard Graves MacDonnell Governor.
