In my opinion the proper course to pursue is for the Plaintiff to withdraw his action from the Court in which he instituted it, and then the defendants need be under no apprehension of being further interfered with, but that they should go to the Colonial Office and state their willingness to complete their engagements, conditionally on proof being given by the Chinese Authorities that on settlement of the case here, Lee Cheong will be no longer molested, appears to me rather presuming. His Excellency the Governor will inform these persons that enough has been done in a matter in which Her Majesty's Authorities have been both deceived and misled, and the plaintiff had better take the usual course in such cases of withdrawing the plaint himself if he has settled the matter.
