Hong Kong, 8th September 1869

With reference to your Excellency's despatch of the 20th instant, relative to the expenses of the witnesses in the case of Müller, accused of Murder on the high seas and sent to Hong Kong for trial, it appears to me that these expenses should be defrayed by the Imperial Government and not charged on the expenses of the Legation at this port; the offence was committed on the high seas beyond 100 miles from the Coast of China and Japan, and the vessel in which it was so committed was put in by a Foreigner.
