Parents and chiefs of tything must be appointed to discharge the duties of the supervision, in order that the shipping be registered in tythings under a proper system of guarantees, the bonds for which are to be deposited with the proper authorities. All vessels already afloat must likewise in compliance with the regulations be provided with new registers, and every vessel proceeding to sea must carry her register on board and be prepared to submit the same to inspection. The registers must be renewed periodically, at the expiry of five years from the date of issue; and any vessel found to be unprovided with a register shall on discovery be forthwith seized and severely dealt with. No leniency shall be shown. Let all tremblingly obey.
