Your Lordship perceive from the above, that I was myself a very strong advocate of the prohibition of Stink pots, once as I at first introduced and carried it into effect in the waters of this colony my subsequent dissatisfaction at the neglect both of the Viceroy and the Consul to inform me that no steps were being taken to enforce that prohibition at Canton, is not so surprising. I certainly could not expect Viceroy the Vice Roy to do more than he found practicable. but during the six weeks, whilst I maintained the prohibition here, and caused every native vessel to be searched, the Viceroy's proclamation was nominally in force and yet nothing whatever was done under it
