My despatch No. 458 also inclosed, draught Copy of the Vice Roy's
proposed proclamation directing forfeiture of any Fishing Boat to be found with
ammo or ammunition on board after
the 9th of July 1868. As however I always felt from the nature of that weapon most important to forbid
