M's Government however fully recognized at the same time the necessity of this intercourse being placed under such restrictions as would secure that it should be confined to matters of immediate urgency which it was not likely should arise, or be invaded with practical detail about Diplomatie or Consular Authorities.

To these observations the Viceroy replied that he readily admitted their force and entirely concurred in views of H. M's Government, which he was glad to learn. He again repeated
