I think it is many years since the question was raised.
I agree with him that any difficulty that occurred should be laid at Mr. Robertson's door.
In fact, the question was raised by his Memorandum on the Operation of the Stations and the effect of a Council Side Memorandum ought to be satisfied. But Sir M.A. has not done so till now.
"Mindful of the interests of H.M. for all that he adheres to the feeling of allowing
basal cohesion at 1.7, he has endeavoured to get the affair settled in as practical a way as possible in line with H.M.'s instructions.
