I am not aware whether Mr Robertson expected me to see his Memo; - but if so, I wish he had endeavored to ascertain more correctly how matters really stood, to which he adverts so confidently and which were within the direct knowledge of this Government. It is for many reasons expedient not to advance statements which compel criticism, however reluctantly.
