Your Lordship's attention is drawn to my bringing the subject under your notice, knowing the multifarious occupations you have, but it appears to me a covenient thing that a vice forbidden in England, & denounced by the Heath Authorities, should be countenanced by Her Majesty's representative in Hong Kong, thus disgracing the British Empire.
It is likely my son, when he first offended the Governor's medicine, from which he humbly stated that if other means failed he could do bad, to bring to notice the propriety of the Streets of Hong Kong having a strong impression that a despatch has been sent out on the subject, of which the Governor makes no mention.
