In a Memorial on the Subject in 1867, I endeavoured to show the horrors of their long voyages, their slavery in Cuba and Peru.

But what is most fearful in the system is that being such a large number of men are without women on sea voyages, it is believed to convert each Coolie ship into a floating Sodom.

The enclosed Table, which is, I believe, as accurate as can be obtained, shows a large amount of Coolie Contract Engaged from Macao, almost all men, of whom 115,020 were taken to Peru and Cuba, and of whom it is hard to be believed that even one per cent ever returned to China.

In a conversation with the Governor de Cerqueira at Macao, he said to me, "You blame us, but our Laws and regulations are similar to your own; you initiated the system. The present Governor of Macao has done all that is possible under the present Law there in favour of humanity."

I ask to be excused if I have overstepped the due bounds in what I have said and written on the subject of the Coolie Trade. I am so impressed with the magnitude of the questions that I feel I have done less than my duty in these matters.
